Short answer
Mobile app developers in India paid from overseas through PayPal, Wise or Payoneer in 2026 export a service under RBI and GST rules. Qualifying app work is zero rated under IGST section 16, billed without IGST under an LUT. A FIRC or FIRA proves each receipt. The FEMA Regulations 2026 require realisation within nine months.

Which RBI and GST rules apply to mobile app developers in India?
Mobile app developers in India who build apps for foreign clients are exporters of software under FEMA and exporters of services under GST. From October 01, 2026 the FEMA (Export and Import of Goods and Services) Regulations, 2026 govern declaration, realisation and EDPMS closure, and they treat software as a service. For GST, IGST section 2(6) sets the five export conditions and section 16 zero rates the supply. The same rules apply whether the money arrives through a platform or a bank wire.
| Rule | Source | Clause | Plain meaning | Best for |
|---|---|---|---|---|
| Software is a service | FEMA Regulations 2026 | Reg 2(1)(e) and Explanation | Software covers any computer programme or design on a non-physical medium, and services include software. App code delivered online falls here. | Developers shipping app builds, source code or store-ready binaries |
| EDF for software | FEMA Regulations 2026 | Reg 3(2) | Declare the export on an EDF within 30 days from the end of the invoice month. One EDF can cover all clients billed that month. The early filing option in Reg 3(2)(b) is for services other than software. | Developers billing several foreign clients each month |

| Zero rating under LUT | IGST Act and CGST Rule 96A | Section 16(3); Rule 96A(1)(b) | Export without IGST after filing an LUT in FORM GST RFD-11. If payment does not arrive, IGST with interest is due within fifteen days after one year or the FEMA period, whichever is later. | GST-registered developers |

What documents follow each payment for a mobile app developer (FIRA, e-BRC, EDF, LUT)?
Each foreign payment to a mobile app developer is backed by an export invoice, a FIRC or FIRA, an EDF and, for GST-registered developers, an LUT. An e-BRC can be generated on DGFT under the self-certified e-BRC guidelines. From October 01, 2026 the EDF under Regulation 3(2) is used for software, after Circular No. 20 superseded the SOFTEX circulars.
| Document | Who issues it | When needed | Best for |
|---|---|---|---|
| Export invoice | The developer | For every project, milestone or monthly retainer; the invoice date starts the realisation period | All developers |
| LUT (FORM GST RFD-11) | The developer files it on the GST portal | Before export, once for each financial year | GST-registered developers billing without IGST |
| Export Declaration Form (EDF) | The developer files it with the AD bank or STPI, or with the SEZ Development Commissioner for an SEZ unit | Within 30 days from the end of the invoice month | Developers exporting app code from October 01, 2026 |
| FIRC or FIRA | The AD bank or the payment provider that credits INR | After each foreign payment reaches the Indian account | Proof of foreign receipt for GST, income tax and EDPMS |
| e-BRC | The developer generates it on the DGFT portal from bank remittance data | When showing realisation or claiming export benefits | Developers matching P0802, P0803 or P0807 receipts to invoices |
What changes in 2026 for mobile app developers in India?
In 2026 mobile app developers move to a new FEMA export framework, a nine-month realisation period and a new income tax law. The FEMA Regulations 2026 took effect on October 01, 2026, and the September 2026 amendment cut the realisation period to nine months.
- EDF replaces SOFTEX: Software exports from October 01, 2026 are declared on an EDF under Regulation 3(2). Circular No. 20 superseded the SOFTEX circulars from that date.
- Nine months: FEMA 23(R)/(1)/2026-RB replaced fifteen months with nine months for realisation, and eighteen with twelve months for INR invoices.
- Unrealised exports: Proceeds unrealised for over one year past the due date mean further exports need full advance or an irrevocable letter of credit under Regulation 13.
- Income tax: The Income-tax Act, 2025 replaced the 1961 Act from April 01, 2026. Its FAQ 25 says the presumptive schemes, including old section 44ADA, are now in section 58.
- Faster credit: RBI told banks in April 2026 to endeavour to credit inward payments received in forex market hours on the same business day, effective six months from April 09, 2026.

Frequently asked questions
Does an Indian mobile app developer paid through PayPal, Wise or Payoneer need a GST LUT in 2026?
A GST-registered app developer needs an LUT to bill foreign clients without IGST. Rule 96A requires the LUT in FORM GST RFD-11 before the export. Without an LUT, IGST has to be paid on the export invoice. A developer below the GST registration threshold and not registered does not file an LUT.
Is a FIRC or FIRA required for app development payments received from overseas clients?
A FIRC or FIRA is the usual proof that foreign currency reached India for a specific export invoice. Export status under IGST section 2(6) needs payment in convertible foreign exchange, and the advice helps show that. The AD bank or the provider that credits INR issues it. Keep one for every receipt with the matching invoice.
Is P0807 the RBI purpose code for an Android or iOS app built for a foreign client?
P0807 is the closest match for an app built in India and delivered abroad. The FETERS list describes it as "Off-site Software Exports". Integration or consulting work fits P0802, and the list gives repair and maintenance of software its own code, P0804. Confirm the choice with your AD bank or platform before the payment.
Is GST charged on mobile app development for a client in the US or UK under IGST section 16?
No GST is charged when the five conditions of section 2(6) are met, because the work is a zero rated supply under section 16. The developer must be in India, the client and place of supply abroad, and payment received in convertible foreign exchange or RBI-permitted INR. The two parties must not be establishments of one person.
What is the RBI realisation deadline for mobile app development invoices in 2026?
The deadline is nine months from the invoice date under Regulation 5(1), or twelve months for INR invoices. The January 2026 text said fifteen months until the September 2026 amendment. An AD bank may extend the period if the developer explains the delay, for example a client holding payment until store approval.
Does a mobile app developer still file SOFTEX for software exports after October 2026?
No SOFTEX form is filed for exports from October 01, 2026. Circular No. 20 superseded the SOFTEX circulars from that date. App exports are now declared on an EDF within 30 days from the end of the invoice month under Regulation 3(2), filed with the AD bank, STPI or SEZ.
Can an app developer generate a DGFT e-BRC for P0807 payments received via a platform?
An e-BRC is generated from bank remittance data under DGFT's self-certified e-BRC guidelines. These list P0802, P0803, P0807 and P0103 as the IT service codes. P0103 advances can be clubbed with P0807. Remittances are clubbed only when currency, bank name and account number match. Check that your platform's INR credit reaches DGFT as remittance data.
Are Apple App Store or Google Play earnings treated the same as client payments for purpose codes and GST?
App store payouts differ from client fees, because the store sells the app to users. The purpose code and the GST treatment can differ from a client project. Ask your AD bank which code it reports, and check the section 2(6) conditions with a tax adviser. See Apple App Store earnings.
