Short answer
Indian web development agencies paid through PayPal, Wise or Payoneer in 2026 follow the same export rules as for bank transfers. Each receipt carries an RBI purpose code, usually P0802 or P0807 from the FETERS purpose code list. Export of services is zero rated under IGST section 16. The FEMA Regulations 2026 require realisation within nine months.

Which RBI and GST rules apply to web development agencies in India?
Web development agencies in India are exporters of services under FEMA and under GST when the client is abroad. From October 01, 2026 the FEMA (Export and Import of Goods and Services) Regulations, 2026 set the declaration, realisation and reporting rules, and they count software as a service. For GST, section 2(6) of the IGST Act defines export of services and section 16 makes it a zero rated supply. These rules apply whichever platform or bank collects the payment.
| Rule | Source | Clause | Plain meaning | Best for |
|---|---|---|---|---|
| Software counts as a service | FEMA Regulations 2026 | Reg 2(1)(e) and Explanation | Software means any computer programme, database, drawing or design on a non-physical medium, and services include software. | Agencies delivering code, themes or web apps online |
| Export Declaration Form (EDF) | FEMA Regulations 2026 | Reg 3(2) | File an EDF within 30 days from the end of the month in which the invoice was raised. One EDF can cover all clients in a month. | Agencies invoicing several foreign clients each month |
| Realisation period | FEMA Regulations 2026, as amended | Reg 5(1) | Bring the full invoice value into India within nine months from the invoice date, or twelve months if invoiced or settled in INR. The AD bank may extend this. | Agencies on milestone or retainer billing |
| EDPMS closure | FEMA Regulations 2026 | Reg 4(2) | For invoices up to Rs 10 lakh, the EDPMS entry can be closed on the exporter's declaration, also quarterly in bulk. | Small agencies with many low-value invoices |
| Export of services | IGST Act | Section 2(6) | Supplier in India, recipient and place of supply outside India, payment in convertible foreign exchange or INR where RBI permits, and not a branch of the same entity. | Checking whether a project qualifies as an export |
| Place of supply | IGST Act | Section 13(2) | For most services, including web development, the place of supply is the location of the recipient. | Agencies working for clients located abroad |
| Zero rating under LUT | IGST Act and CGST Rule 96A | Section 16(1)(a), 16(3); Rule 96A(1)(b) | Export without IGST under an LUT in FORM GST RFD-11. If payment is not received, IGST with interest is payable within fifteen days after one year or the FEMA period, whichever is later, from the invoice date. | GST-registered agencies |
Which purpose code applies to web development agencies in India?
Web development agencies usually receive payments under P0807 or P0802 in group 08 of the FETERS purpose code list. P0807 fits software built in India and delivered to the client, such as a finished website or web app. P0802 fits consulting and implementation work. DGFT's e-BRC guidelines accept only P0802, P0803, P0807 and P0103 for IT services, so confirm the code with your AD bank or platform before the first receipt.
| Code | Official RBI description (verbatim) | Source | Best for (transaction type) |
|---|---|---|---|
| P0807 | Off-site Software Exports | FETERS list | A website, web app or plugin built in India and delivered to a foreign client |

What documents follow each payment for a web development agency (FIRA, e-BRC, EDF, LUT)?
Each foreign payment to a web development agency is backed by an invoice, an inward remittance advice (FIRA or FIRC), an EDF and, for GST, an LUT. An e-BRC can be generated on DGFT under the self-certified e-BRC guidelines. From October 01, 2026, the EDF under Regulation 3(2) replaces the SOFTEX form for software, after Circular No. 20 superseded the SOFTEX circulars.
| Document | Who issues it | When needed | Best for |
|---|---|---|---|
| Export invoice | The agency | For every project or billing cycle; the invoice date starts the nine-month realisation period | All agencies |
| LUT (FORM GST RFD-11) | The agency files it on the GST portal | Before the first export invoice of each financial year | GST-registered agencies exporting without paying IGST |
| Export Declaration Form (EDF) | The agency files it with the AD bank, or STPI or SEZ for software | Within 30 days from the end of the invoice month | Agencies exporting software or services from October 01, 2026 |
| FIRA or FIRC | The AD bank or the payment provider that credits the INR | After each foreign payment is credited | Proof of foreign receipt for GST, income tax and the bank |
| e-BRC | Generated by the agency on the DGFT portal from bank remittance data | When claiming export benefits or showing realisation | Agencies matching IT purpose codes P0802, P0803 or P0807 to invoices |
What changes in 2026 for web development agencies in India?
In 2026 web development agencies move to a new FEMA export framework, a nine-month realisation period and a new income tax law. The FEMA Regulations 2026 took effect on October 01, 2026, and the September 2026 amendment set the realisation period at nine months before the rules took effect. The GST rules on LUT and zero rating continue to apply.
- EDF replaces SOFTEX: From October 01, 2026 software exports are declared on an EDF within 30 days of the invoice month end, under Regulation 3(2). Circular No. 20 superseded the SOFTEX circulars.
- Nine months: The amendment notification FEMA 23(R)/(1)/2026-RB replaced fifteen months with nine months for realisation, and eighteen with twelve months for INR invoices.
- Unrealised exports: If proceeds stay unrealised for over one year past the due date, further exports need full advance or a letter of credit under Regulation 13.
- Income tax: The Income-tax Act, 2025 replaced the 1961 Act from April 01, 2026. Its FAQ 25 says the old presumptive schemes, including section 44ADA, are now in section 58. Check the foreign tax credit provision before filing.
- Faster credit: RBI asked banks in April 2026 to endeavour to credit inward payments received in forex market hours on the same business day, effective six months from the April 09, 2026 circular.

Frequently asked questions
Is P0807 or P1007 the RBI purpose code for web development export of software services in India?
P0807 is the closer match for web development. The FETERS list describes P0807 as "Off-site Software Exports" and P1007 as "Advertising, trade fair service". P1007 suits paid advertising work. A web agency that also runs ads for a client can invoice that work separately and confirm each code with its AD bank.
Can a web development agency use P0802 instead of P0807 for website projects paid via PayPal, Wise or Payoneer?
P0802 covers software consultancy and implementation, such as setting up an existing CMS or platform. P0807 covers software built in India and delivered abroad. The platform does not change the code. DGFT's e-BRC guidelines accept both for IT services. See purpose codes for software exports before choosing.
Does a web development agency still file SOFTEX for software export in 2026?
No SOFTEX form is filed for exports from October 01, 2026. Circular No. 20 superseded the SOFTEX circulars from that date. Software exports are now declared on an EDF within 30 days from the end of the invoice month under Regulation 3(2), filed with the AD bank, STPI or SEZ.
Is GST charged on web development services for foreign clients under IGST section 2(6)?
No GST is charged when all five conditions of section 2(6) are met, because the service is a zero rated supply under section 16. The agency must be in India, the client and the place of supply outside India, payment received in convertible foreign exchange or permitted INR, and the two must not be establishments of one entity.
When must a web development agency file the GST LUT under Rule 96A?
Rule 96A requires the LUT in FORM GST RFD-11 before the export. Most agencies file it at the start of each financial year through Services, User Services, Furnish Letter of Undertaking on the GST portal. Without an LUT, IGST is paid on the export invoice and claimed back as a refund.
What is the RBI export realisation period for web development invoices in 2026?
The period is nine months from the invoice date under Regulation 5(1) of the FEMA Regulations 2026, or twelve months for INR invoices. The January 2026 text said fifteen months until the September 2026 amendment. The AD bank may extend the period if the agency gives reasons for the delay.
Can a web development agency generate an e-BRC on DGFT for P0807 receipts?
Yes. DGFT's self-certified e-BRC guidelines list P0802, P0803, P0807 and P0103 as the only codes for IT services. An advance under P0103 can be clubbed with P0807. Remittances can be clubbed only when the currency, bank name and account number match, and invoice SAC codes must match the service.
Does the EDPMS entry for a small web development invoice need bank documents to close?
Not for invoices up to Rs 10 lakh. Under Regulation 4(2) the AD bank may close the EDPMS entry on the exporter's declaration that payment was realised, and the declaration can be given quarterly for bulk closure. Larger invoices are closed by the AD bank after it checks the transaction.
