Short answer
Indian video production agencies paid through Stripe, PayPal or Wise in 2026 follow the same export rules as for bank transfers. The usual RBI purpose code is P1101 in the FETERS purpose code list. Export of services is zero rated under IGST section 16. The FEMA Regulations 2026 require realisation within nine months.

Which RBI and GST rules apply to video production agencies in India?
Video production agencies in India are usually exporters of services under FEMA and under GST when the client is abroad. From October 01, 2026 the FEMA (Export and Import of Goods and Services) Regulations, 2026 set the declaration, realisation and reporting rules. For GST, section 2(6) of the IGST Act defines export of services and section 16 makes it a zero rated supply. These rules apply whichever platform or bank collects the payment.
| Rule | Source | Clause | Plain meaning | Best for |
|---|---|---|---|---|
| Export Declaration Form (EDF) | FEMA Regulations 2026 | Reg 3(2) | File an EDF within 30 days from the end of the month in which the invoice was raised. One EDF can cover all clients in a month, and non-software exporters may instead file it on or before the date of payment. | Agencies invoicing several foreign clients each month |
| Realisation period | FEMA Regulations 2026, as amended | Reg 5(1) | Bring the full invoice value into India within nine months from the invoice date, or twelve months if invoiced or settled in INR. The AD bank may extend this. | Agencies billing in stages, such as pre-production, shoot and final delivery |
| EDPMS closure | FEMA Regulations 2026 | Reg 4(2) | For invoices up to Rs 10 lakh, the EDPMS entry can be closed on the exporter's declaration, also quarterly in bulk. | Small studios with many low-value edit or social video invoices |
| Export of services | IGST Act | Section 2(6) | Supplier in India, recipient and place of supply outside India, payment in convertible foreign exchange or INR where RBI permits, and not a branch of the same entity. | Checking whether a video project qualifies as an export |
| Place of supply | IGST Act | Section 13(2) and 13(5) | For most services the place of supply is the location of the recipient. Organising an event, and services ancillary to it, are supplied where the event is held. | Agencies filming or running events in India for a foreign client |
| Zero rating under LUT | IGST Act and CGST Rule 96A | Section 16(1)(a), 16(3); Rule 96A(1)(b) | Export without IGST under an LUT in FORM GST RFD-11. If payment is not received, IGST with interest is payable within fifteen days after one year or the FEMA period, whichever is later, from the invoice date. | GST-registered agencies |

What documents follow each payment for a video production agency (FIRA, e-BRC, EDF, LUT)?
Each foreign payment to a video production agency is backed by an invoice, an inward remittance advice (FIRA or FIRC), an EDF and, for GST, an LUT. The EDF is filed within 30 days from the end of the invoice month under Regulation 3(2). An e-BRC can be generated on DGFT under the self-certified e-BRC guidelines, which only attach service invoices whose SAC codes match the service.
| Document | Who issues it | When needed | Best for |
|---|---|---|---|
| Export invoice | The agency | For every project or milestone; the invoice date starts the nine-month realisation period | All agencies |
| LUT (FORM GST RFD-11) | The agency files it on the GST portal | Before the first export invoice of each financial year | GST-registered agencies exporting without paying IGST |
| Export Declaration Form (EDF) | The agency files it with the AD bank | Within 30 days from the end of the invoice month | All video exports from October 01, 2026 |
| FIRA or FIRC | The AD bank or the payment provider that credits the INR | After each foreign payment is credited | Proof of foreign receipt for GST, income tax and the bank |
| e-BRC | Generated by the agency on the DGFT portal from bank remittance data | When claiming export benefits or showing realisation | Agencies matching P1101 receipts to invoices |
What changes in 2026 for video production agencies in India?
In 2026 video production agencies move to a new FEMA export framework, a nine-month realisation period and a new income tax law. The FEMA Regulations 2026 took effect on October 01, 2026, and the September 2026 amendment cut the realisation period to nine months from the same date. The GST rules on LUT and zero rating continue to apply.
- New framework: Circular No. 20 superseded the Master Directions on export and import of goods and services from October 01, 2026. Service exports are now declared on an EDF under Regulation 3(2).
- Nine months: The amendment notification FEMA 23(R)/(1)/2026-RB replaced fifteen months with nine months for realisation, and eighteen with twelve months for INR invoices.
- Unrealised exports: If proceeds stay unrealised for over one year past the due date, further exports need full advance or a letter of credit under Regulation 13.
- Income tax: The Income-tax Act, 2025 replaced the 1961 Act from April 01, 2026. Its FAQ 25 says the old presumptive schemes, including section 44ADA, are now in section 58.
- Faster credit: RBI asked banks in April 2026 to endeavour to credit inward payments received in forex market hours on the same business day, effective six months from the April 09, 2026 circular.

Frequently asked questions
Is P1101 or P0802 the RBI purpose code for video production export services in India?
P1101 is the matching code. The FETERS list describes P1101 as audio-visual and related services like motion picture and video tape production, distribution and projection services. P0802 covers software consultancy and implementation, which is not video work. See the P1101 purpose code guide and confirm the code with your AD bank.
Which purpose code applies to an ad film made for a foreign brand and paid through Stripe, PayPal or Wise?
Producing the ad film is video production, so P1101 usually fits. P1007, described in the FETERS list as advertising, trade fair service, may suit campaign or media work. The platform does not change the code. An agency doing both can invoice them separately and confirm each code with the AD bank or platform.
Is GST charged on video production services for foreign clients under IGST section 2(6)?
No GST is charged when all five conditions of section 2(6) are met, because the service is a zero rated supply under section 16. The agency must be in India, the client and the place of supply outside India, payment received in convertible foreign exchange or permitted INR, and the two must not be establishments of one entity.
Does IGST section 13(5) change GST for filming an event in India for a foreign client?
It can. Section 13(5) sets the place of supply for organising an event, and for services ancillary to it, as the place where the event is held. If that place is in India, the supply may not be an export. Plain shooting and editing for a foreign client usually falls under section 13(2). Check with a GST adviser.
When must a video production agency file the GST LUT under Rule 96A?
Rule 96A requires the LUT in FORM GST RFD-11 before the export. Most agencies file it at the start of each financial year through Services, User Services, Furnish Letter of Undertaking on the GST portal. Without an LUT or bond, IGST is paid on the export invoice, so check the refund route with a GST adviser. See LUT filing.
What is the RBI export realisation period for video production invoices in 2026?
The period is nine months from the invoice date under Regulation 5(1) of the FEMA Regulations 2026, or twelve months for INR invoices. The January 2026 text said fifteen months until the September 2026 amendment. The AD bank may extend the period. Use the realisation deadline guide to plan milestone billing.
Can a video production agency generate an e-BRC on DGFT for P1101 receipts?
DGFT's self-certified e-BRC guidelines limit IT services to P0802, P0803, P0807 and P0103, and P1101 is outside that IT list. Remittances can be clubbed only when the currency, bank name and account number match. Service invoices attach only when their SAC codes match the service. See e-BRC on DGFT.
Does a video production agency file an EDF for every Stripe, PayPal or Wise payment?
An EDF is usually filed for each month of invoices. Under Regulation 3(2) an exporter of services files it within 30 days from the end of the invoice month, and one EDF can cover all recipients. Exporters of services other than software may file it on or before the date of payment. See the EDF guide.
