What does PayPal charge Indian freelancers to receive an international payment?
PayPal charges Indian freelancers a receiving fee of 4.40% plus a fixed fee for each international commercial payment, according to its India Merchant Fees page. The fixed fee depends on the currency received. The same page says PayPal supports only international payments for India users, so every client payment falls under the international rate.
- Receiving fee: 4.40% of the payment plus a fixed fee, for payments where the sender is outside India (PayPal fees page).
- Fixed fee: Set by the currency you receive: USD 0.30, EUR 0.35, GBP 0.20, AUD 0.30, CAD 0.30 and SGD 0.50, among others (PayPal fees page).
- Conversion: 3.0% above PayPal's base exchange rate when it converts your balance or payments received into another currency, and 4.00% for conversions in all other cases (PayPal fees page).
- Withdrawal: No fee for a standard withdrawal to your linked bank account when no currency conversion is involved (PayPal fees page).
- Disputes: A standard dispute fee of USD 8.00 or Rs 580, charged in the currency of the original payment, when a buyer files a dispute or chargeback (PayPal fees page).
- Taxes: PayPal's fees are exclusive of taxes, and PayPal issues a GST tax invoice to merchants registered under GST (PayPal India User Agreement).
PayPal's India fee page showed a last-updated date of 28 March 2024 when we checked it, and its policy updates page listed no upcoming fee change. Fees can change, so confirm the rate on the fee page before you quote a price to a client.
Which PayPal charges apply to an Indian freelancer in each situation?
Which PayPal charges apply to an Indian freelancer depends on what happens to the payment. Every client payment carries the receiving fee. Conversion, dispute and refund costs apply only when those events occur, as set out on PayPal's India fees page and in its User Agreement.
| Situation | Charge that applies | Published rate | Best for |
|---|---|---|---|
| Client abroad pays you for work | Receiving fee for international commercial transactions | 4.40% plus a fixed fee by currency (USD 0.30 for US dollars) | Every freelancer budgeting the cost of a single invoice |
| Many small payments, typically under USD 10 on average | Micropayment rate, only after PayPal approves an application | 6.00% plus a smaller fixed fee (USD 0.05 for US dollars) | Sellers of low-value digital items or tips |
| Payment received is converted to rupees | Currency conversion fee built into the exchange rate | 3.0% above the base exchange rate | Anyone comparing the rupees received with a reference rate |
| Other currency conversions | Currency conversion fee | 4.00% above the base exchange rate | Users converting in situations outside the case above |
| Buyer files a dispute or chargeback | Standard dispute fee | USD 8.00, EUR 7.00, GBP 6.00 or Rs 580, by transaction currency | Freelancers with occasional client disputes |
| High dispute ratio or restricted activity | High volume dispute fee | USD 16.00 or Rs 1,160, by transaction currency | Accounts with frequent disputes |
| You refund a client | No fee to refund, but the original fee is kept | Fee on the original payment is not returned | Freelancers who issue refunds or partial refunds |
| Withdrawal fails due to wrong bank details | Bank return fee | 250.00 per failed withdrawal | Anyone updating linked bank details |
How do you work out the total PayPal cost on a freelance invoice?
You work out the total PayPal cost on a freelance invoice by adding the receiving fee to the cost built into the exchange rate. The receiving fee shows in your transaction details. The conversion cost does not appear as a separate line, so you estimate it by comparing PayPal's rate with a reference rate for the same day.
- Take the invoice amount in the currency your client pays, for example USD.
- Work out the receiving fee: 4.40% of the amount plus the fixed fee for that currency, as listed on the PayPal India fees page.
- Subtract the receiving fee to get the net amount in the original currency.
- Note the exchange rate PayPal applied when your balance was converted to rupees. PayPal says its transaction exchange rate includes a conversion fee added to a base rate drawn from wholesale currency markets (PayPal India User Agreement).
- Compare that rate with a reference rate published for the same day to estimate the conversion cost in rupees.
- Add the receiving fee (converted to rupees) and the conversion cost to get the total cost of the payment.
- Divide the total cost by the invoice value in rupees at the reference rate to get your effective cost as a percentage.
Does PayPal deduct the fee before the money reaches an Indian bank account?
Yes. PayPal deducts its fee from the payment, so the amount credited to your bank is the net figure. RBI's Circular No. 16 of 2015 lists payment of commission to the service provider as a permitted debit to its export collection account, alongside payments to Indian exporters and chargebacks.
- Your bank statement shows the net amount after PayPal's fee and conversion.
- Keep the PayPal transaction report so you can match each credit to an invoice.
How quickly must PayPal pass export proceeds to an Indian bank account?
RBI's Circular No. 16 of 2015 requires balances in the overseas collection account to be credited to the exporter's bank account in India immediately on confirmation from the importer, and in no case later than seven days from the date of credit to that account. The circular also bars funds from being retained in notional accounts.
- RBI's Payment Aggregator Master Direction of 15 September 2025 repealed Circular No. 16, except for an existing cross-border aggregator that applied by 30 April 2024 and whose authorisation decision is pending.
- RBI's status page, as on 1 October 2026, lists PayPal Payments Private Limited in Table D as an existing cross-border aggregator with in-principle authorisation granted.
Is there a limit on the size of a single PayPal export payment from an Indian freelancer?
Yes. PayPal's India User Agreement lists using its Export Payment Services for a product or service worth more than USD 10,000 per transaction as a restricted activity. This matches the USD 10,000 per transaction limit in RBI's Circular No. 16 of 2015. RBI's newer Payment Aggregator Master Direction sets a Rs 25 lakh cap for authorised cross-border aggregators.
- Split work into separate invoices only where each invoice reflects real, separate work.
- Use a bank transfer for larger contracts.
What are PayPal's fixed fees and dispute fees by currency for Indian freelancers?
PayPal's fixed fee and dispute fees for Indian freelancers depend on the currency of the payment. The fixed fee is added to the 4.40% receiving fee on every payment. The dispute fee applies only when a buyer opens a dispute or chargeback. The rates below are from PayPal's India Merchant Fees page.
| Currency | Fixed fee per payment | Standard dispute fee | High volume dispute fee | Best for |
|---|---|---|---|---|
| US dollar | USD 0.30 | USD 8.00 | USD 16.00 | Freelancers with US clients |
| Euro | EUR 0.35 | EUR 7.00 | EUR 14.00 | Freelancers with eurozone clients |
| UK pound sterling | GBP 0.20 | GBP 6.00 | GBP 12.00 | Freelancers with UK clients |
| Australian dollar | AUD 0.30 | AUD 12.00 | AUD 24.00 | Freelancers with Australian clients |
| Canadian dollar | CAD 0.30 | CAD 10.00 | CAD 20.00 | Freelancers with Canadian clients |
| Singapore dollar | SGD 0.50 | SGD 11.00 | SGD 22.00 | Freelancers with Singapore clients |
| Indian rupee | Rs 3.00 | Rs 580.00 | Rs 1,160.00 | Payments settled in rupees |
What happens if an Indian freelancer ignores PayPal's charges in invoicing and FEMA paperwork?
If an Indian freelancer ignores PayPal's charges, the rupees received fall short of the invoice, and the bank's records may not match the export value declared. In the hypothetical example in the timeline section, the gap is about 7.3% of the invoice once conversion is included. Planning for the charges keeps pricing, books and bank records consistent.
- Lower income: The receiving fee and the conversion fee together can take a noticeable share of each invoice, as the worked example below shows.
- Mismatch: Under the 2026 FEMA Regulations, Regulation 5(1), the full export value must be realised and repatriated within nine months from the invoice date for services. A net credit after fees is lower than the invoice value you declared.
- Reduction: Regulation 6 of the 2026 FEMA Regulations lets your AD bank allow a reduction in realisation, and for invoices up to Rs 10 lakh it may be permitted on your declaration.
- Reserves: PayPal may hold a reserve on export payments and release it after 180 days from receipt of the export proceeds, less any chargeback (PayPal India User Agreement).
- Lost fees: If you refund a client, PayPal keeps the fee it charged on the original payment (PayPal fees page).
Ask your AD bank how it records PayPal's deducted fees against the export value, keep PayPal's transaction reports and FIRA with each invoice, and price your work with the full cost in mind.
What is the timeline for PayPal payouts, FIRA and FEMA steps for Indian freelancers?
The timeline for PayPal payouts, FIRA and FEMA steps runs from the day your client pays to nine months after the invoice. For example, say a freelancer invoices USD 1,000 in a month when, hypothetically, the base rate is Rs 85. The receiving fee is USD 44 (4.40%) plus USD 0.30, so USD 44.30. The net USD 955.70 is worth about Rs 81,235 at the base rate. A 3.0% conversion fee reduces that by about Rs 2,437, leaving roughly Rs 78,798. Against Rs 85,000 at the base rate, the total cost is about Rs 6,202, or around 7.3%. These figures are hypothetical and exclude GST on fees. The rates come from PayPal's India fees page.
| Trigger event | Due date | Filed where | Best for |
|---|---|---|---|
| Client pays through PayPal | Credit to your Indian bank account no later than seven days after funds reach the collection account, under RBI Circular No. 16 | Automatic, by PayPal and its AD bank | Freelancers tracking when money should arrive |
| Invoice raised for services | EDF within 30 days from the end of the invoice month, or on or before receipt of payment for services other than software (Regulation 3(2)) | With your AD bank | Freelancers who invoice foreign clients each month |
| Weekly PayPal withdrawals | Weekly Digital FIRA available for download each week, free, from February 2026 (PayPal FIRA page) | PayPal business account, Reports, Tax | Freelancers who need proof of inward remittance |
| Need FIRA for older or specific transactions | Custom FIRA in 3 to 10 business days, at Rs 100 plus 18% GST per transaction up to 20 transactions (PayPal FIRA page) | Request to the issuing bank as described by PayPal | Freelancers needing FIRA beyond the last 12 months |
| GST credit error on your statement | Report any error in the GSTR-2B credit statement to PayPal within 60 days of the statement being issued (PayPal User Agreement) | In writing to PayPal | Freelancers who claim GST credit on PayPal fees |
| Invoice date for services | Full export value realised within nine months (Regulation 5(1)) | Tracked by your AD bank | Every freelancer exporting services |
| Reserve placed on export payment | Released after 180 days from receipt of export proceeds (PayPal User Agreement) | PayPal account | Accounts flagged as higher risk |
What mistakes do Indian freelancers make with PayPal charges?
- Fee only: Counting only the 4.40% receiving fee and forgetting the 3.0% built into the conversion rate.
- Old rates: Quoting fee figures from old blog posts instead of checking PayPal's India fees page on the day.
- Large invoices: Sending one invoice above USD 10,000 through PayPal, which its User Agreement lists as restricted activity.
- Refund cost: Assuming PayPal returns its fee when you refund a client. The original fee is kept.
- No FIRA: Not downloading the weekly FIRA, which PayPal's FIRA page says stays in reports for the last 12 months only.
- Skipping EDF: Treating PayPal receipts as outside FEMA. The EDF and realisation rules in the 2026 Regulations still apply to services exports.
- GST credit: Not checking that GST on PayPal's fees appears in GSTR-2B. PayPal's User Agreement gives 60 days to report an error in the statement.
