Short answer

No single purpose code covers every freelancer. The RBI code depends on the service your invoice describes. Software work usually fits P0802, business consulting fits P1006, advertising and marketing work fits P1007, and services with no listed code fit P1099. Pick the code whose official RBI description matches your invoice.

What is a purpose code for freelancers?

A purpose code for freelancers is the RBI code that describes why a foreign client is paying you. AD banks report each inward remittance to RBI with one code from the FETERS list. The code you choose should match the service on your invoice.

  • Source: The codes come from the RBI FETERS purpose code list, issued with A.P. (DIR Series) Circular No. 84 dated 29 February 2012.
  • No freelancer code: The list has no line called freelancing. A freelancer picks the code for the service performed, such as software, consulting or advertising.
  • Reporting: AD banks continue to report under FETERS under Regulation 18(2) of the 2026 export regulations.
  • Who selects: You or your payment provider declares the code when you set up or claim the receipt, and the AD bank reports it.

The next sections show which code fits which kind of freelance work.

Which purpose code fits which type of freelancer?

The fit depends on the service. Developers and software consultants look at P0802, business and management consultants at P1006, marketers and advertisers at P1007, and market researchers at P1016. A freelancer with a service that matches no line can use P1099.

How do freelancers select a purpose code on a bank or payment dashboard?

Freelancers select a purpose code by matching the invoice wording to the RBI description, then entering that code where the bank or payment provider asks for the purpose of the inward remittance. Keep the invoice and the remittance advice consistent.

  1. Write the service on the invoice in plain words, for example software development or market research.
  2. Check the official description in the RBI list and match it to the wording on your invoice and contract.
  3. Give the same code and description to your AD bank or payment provider when you set up the receipt, and confirm it appears on the remittance advice.
  4. File the Export Declaration Form for services within 30 days of the end of the invoice month, as required by Regulation 3(2), unless a waiver applies. See EDF form for exports.
  5. Keep the invoice, contract, remittance advice and bank credit together, and ask your AD bank to correct a wrong code quickly using the steps in how to correct a purpose code.

What should a freelancer do when two purpose codes seem to fit?

A freelancer should pick the code that matches the main service on the invoice and contract. If one invoice covers two services, split the lines where possible or ask the AD bank how it wants the receipt recorded.

  • Software work with advisory content: compare P0802 and P1006 against the invoice.
  • A mixed invoice: ask the AD bank before the payment arrives.

Do freelancers who sell software they built use the same code?

Not always. P0807 is "Off-site Software Exports", which relates to software developed in India and exported. See P0807 purpose code and P0802 purpose code.

What are the official purpose code descriptions freelancers should check?

Freelancers should check the exact RBI wording before declaring a code. The table lists the descriptions most often relevant to freelance work.

What happens when a freelancer uses the wrong purpose code?

A wrong purpose code usually causes a query from the AD bank, and the bank may ask for the invoice and contract. The record can usually be corrected with a request to the bank.

  • Bank queries: The bank may ask you to explain the mismatch between the code and the invoice before it records the credit.
  • Records: The code appears in the remittance advice, so a wrong code can create a mismatch between your invoice and bank records.
  • Reporting: The bank reports the code to RBI under FETERS, so a correction goes through the bank, not through you alone.

Contact the AD bank early with the invoice and ask for a corrected record. See what happens if you use the wrong purpose code.

Which RBI rules support the purpose code choice for freelancers?

The rules are the FETERS purpose code list, the circular that put it in force, and the 2026 export regulations that carry FETERS reporting forward.

What mistakes do freelancers make with purpose codes?

  • Guessing: Picking a code from a forum thread without comparing it to the official description. Read the line in the RBI list.
  • Old wording: Using code names from the withdrawn list. Use only the current FETERS list.
  • Mixed invoice: Billing several services on one line. Separate lines make the code easier to defend.
  • Skipping EDF: Forgetting the service EDF. Regulation 3(2) sets the 30 day window from the end of the invoice month.
  • Late correction: Waiting months to fix a wrong code. Raise it with the bank as soon as you notice.
  • Assuming GST: Treating the code as proof of GST export status. Check the five conditions in section 2(6) of the IGST Act.

Frequently asked questions

Is there one common purpose code for all freelancers in India?

No. The RBI FETERS list has no single freelancer code. The code follows the service on the invoice, such as P0802 for software consulting or P1006 for business consulting. Confirm the choice against the official description and check with your AD bank.

Can a freelancer use P1099 for any work?

P1099 is described as "Other services not included elsewhere". It suits a service that matches no other line. If a more specific line such as P0802 or P1007 fits the invoice, that line is the better match. Ask your AD bank if unsure.

Does the purpose code change the GST treatment of freelance income?

No. GST export status depends on the five conditions in section 2(6) of the IGST Act, not on the code. A zero rated export can be supplied under a Letter of Undertaking filed on the GST portal if the freelancer is registered.

Where does the freelancer purpose code appear after payment?

The code is normally recorded on the inward remittance advice or certificate your AD bank or payment provider issues. Formats vary, so check with your AD bank. Keep the document with the invoice for your records. Rules can change, so check the linked official sources and your AD bank before acting.

Do freelancers need to file an EDF for each foreign payment?

For services, the EDF is due within 30 days from the end of the invoice month under Regulation 3(2) of the 2026 regulations. Waivers can apply to small invoices. See the linked EDF page and confirm your case with your AD bank.

Should a freelancer use a different purpose code for marketplace payments than for direct clients?

The service performed decides the code, not the marketplace. A developer paid through a marketplace uses the same software code as one paid directly. See the page on purpose codes for marketplace payments for more detail. Rules can change, so check the linked official sources and your AD bank before acting.
