Short answer
An airway bill is the transport document issued by an airline or its agent when goods are sent by air. It records the shipper, consignee, goods and route. The Foreign Trade Policy lists the airway bill among the mandatory documents for exporting goods from India, alongside the commercial invoice and shipping bill.
| Full form | Governed by | Best for | Where it is used | Related terms |
|---|---|---|---|---|
| Air waybill (AWB) | Foreign Trade Policy 2023, para 2.06, for the list of mandatory export documents | Exporters of physical goods who ship by air or air courier | Air cargo shipments, customs and bank export records, buyer's goods collection | Bill of lading, shipping bill, commercial invoice, Incoterms |
What does airway bill mean in simple words?
When goods travel by air, the carrier or its agent issues an airway bill. It works as a receipt that the carrier has accepted the goods and as a record of the carriage terms. Details such as the shipper, the consignee, the description of goods, the weight and the airports are printed on it. Unlike a sea bill of lading, an airway bill is generally not used to transfer ownership of the goods, so the buyer collects the cargo by being named as consignee. Freelancers who only invoice services do not need one. Goods exporters keep it with the invoice and shipping bill.
For example, a garment exporter in Tiruppur books a 120 kg air shipment to a buyer in Germany. The airline's agent issues an airway bill naming the buyer as consignee, and the exporter keeps a copy with the invoice and shipping bill.
Why does airway bill matter for Indian exporters and freelancers?
- Mandatory document: The Foreign Trade Policy lists "Bill of Lading/ Airway Bill/ Lorry Receipt/ Railway Receipt/Postal Receipt" as the first mandatory document for exporting goods (FTP 2023, para 2.06(a)).
- Export records: The same para lists the commercial invoice cum packing list and the shipping bill, so the airway bill is kept as a set with them (FTP 2023, para 2.06(a)).
- Benefit claims: Where a supporting manufacturer is involved, both the supporting manufacturer and the merchant exporter must figure in export documents, including the airway bill (Handbook of Procedures, para 2.41).
- Bank compliance: Banks may ask for shipping documents when matching a foreign payment to an export. Exports are monitored under the FEMA export regulations, 2026, and your AD bank can tell you which papers it needs.
- GST and income tax: The airway bill does not decide GST or income tax treatment. The tax invoice and the shipping bill carry those details, so ask a tax adviser about the treatment of your export.
How does airway bill work?
The airline or its agent issues the airway bill after accepting the cargo. The shipper supplies the shipment details and the consignee is named on the document.
- The exporter books air cargo space with an airline or a freight agent.
- The exporter hands over the packed goods with the commercial invoice and packing list.
- The airline or its agent issues the airway bill with a tracking number.
- The exporter files the shipping bill with customs for goods leaving India, as described in shipping bill.
- The buyer, named as consignee, collects the goods at the destination airport.
- The exporter files a copy of the airway bill with the shipping bill and invoice for bank and audit records.
How do you get an airway bill for an export shipment?
You get an airway bill from the airline or the freight agent that books your air cargo. You do not draft it yourself. You supply accurate details and check the printed draft before the cargo flies.
- Collect the buyer's full name, address and the destination airport.
- Prepare the commercial invoice and packing list so the goods description and weight match.
- Share the shipment details with the airline or freight agent when booking.
- Check the draft airway bill for names, addresses, number of packages and weight.
- Ask for corrections before departure, as changes after departure can be slower.
- Keep the final airway bill with the invoice, packing list and shipping bill.
What is the difference between airway bill and bill of lading?
An airway bill covers air carriage, while a bill of lading covers sea carriage. Both appear in the same line of the mandatory document list, so a shipment needs whichever fits the mode of transport.
| Point | Airway bill | Bill of lading | Best for |
|---|---|---|---|
| Mode of transport | Air | Sea | Choosing the document that fits the shipment |
| Issued by | Airline or its agent | Shipping line or its agent | Knowing who to ask |
| Listed in FTP para 2.06(a) | Yes | Yes | Checking the mandatory export document list |
What do people get wrong about airway bill?
- Services: Freelancers who invoice software or consulting work have no cargo, so no airway bill is issued.
- Ownership: An airway bill is a transport receipt. Ask your carrier or bank whether a particular shipment needs any other document to release goods.
- Invoice: The airway bill does not replace the commercial invoice. Both are listed separately in the mandatory documents.
- Courier: Courier shipments may carry a courier airway bill. Postal exports use a postal receipt, which the same para also lists.

FAQs about airway bill
Is an airway bill the same as a tracking number?
No. The tracking number is printed on the airway bill and lets you follow the cargo, while the airway bill is the full document with shipper, consignee and goods details. Keep the document itself with your export records, not just the number.
Do freelancers exporting services need an airway bill?
No. An airway bill relates to physical cargo moved by air. Freelancers who invoice services issue an invoice and follow the export declaration process with their AD bank instead. If you also ship goods, the airway bill applies to those shipments.
Who issues an airway bill for an export from India?
The airline or the freight agent that accepts the cargo issues it. The exporter provides the details but does not issue the document. Check the draft for errors in names, addresses, package counts and weights before the flight leaves, and ask for corrections early.
Is the airway bill needed with the shipping bill?
The Foreign Trade Policy lists the airway bill, the commercial invoice cum packing list and the shipping bill together as mandatory export documents. So exporters of goods by air keep all three. Confirm any extra paper with your customs broker or AD bank.
What if details on the airway bill differ from the invoice?
Mismatches in names, quantity or description can cause questions from the bank or the buyer. Ask the airline or agent to correct the airway bill, or correct the invoice, before the shipment moves. Keep written records of any change, and tell your bank and customs broker if the shipment details move.
