How is the PayPal Fee for India calculation done?
The PayPal fee calculator takes 4.40% plus a fixed fee from the payment in the currency received. The remaining amount is converted to INR at 3.0% below the base exchange rate. GST at 18% on the transaction fee is then deducted in rupees. The result is an estimate of the rupees credited to your Indian bank account.
INR credited = (amount - (4.40% x amount + fixed fee)) x base rate x (1 - 3.0%) - 18% GST x transaction fee in INR
For example, a USD 1,000 payment at an example base rate of 88.00 INR per USD has a fee of USD 44.30 (USD 44.00 plus USD 0.30). The remaining USD 955.70 is worth INR 84,101.60 at the base rate. The 3.0% conversion fee takes INR 2,523.05, leaving INR 81,578.55. GST of 18% on the INR 3,898.40 fee is INR 701.71. The estimate is INR 80,876.84, a total cost of INR 7,123.16 or about 8.09% of INR 88,000.
How do you use the PayPal Fee Calculator for India?
- Enter the payment amount your buyer will send.
- The calculator covers USD payments, using PayPal's USD 0.30 fixed fee. Other currencies have different fixed fees (EUR 0.35, GBP 0.20), so check those on PayPal's fee page.
- Check the mid-market rate and its date shown under the result.
- Read the transaction fee, conversion cost and GST lines to see where the money goes.
- Compare the INR amount with the payment at the market rate to see the total cost in rupees and percent.
What does your result mean?
The result shows the rupees you can expect from one PayPal payment after the transaction fee, conversion fee and GST. A total cost close to 8% is typical for a large USD payment under PayPal's standard rates. Small payments cost a higher percentage because the fixed fee weighs more on a small amount.
- INR amount: The estimated rupees credited to your linked bank account for one payment.
- Total cost: The difference between the payment at the market rate and the INR amount, including GST.
- Fixed fee: On a USD 10 payment the USD 0.30 fixed fee alone is 3% of the amount, so small payments cost more in percentage terms.
- GST credit: GST-registered sellers may recover the GST shown as input tax credit, which lowers the real cost.
What does the PayPal Fee Calculator for India assume, and what does it not cover?
- Rates used: PayPal's published India rates for receiving international commercial payments: 4.40% plus a fixed fee by currency, and 3.0% above the base exchange rate for converting payments received.
- Base rate: PayPal's user agreement says its base exchange rate is based on wholesale currency market rates on the conversion day or the prior business day, and the rate itself is not published on the fees page. The calculator uses the mid-market rate as a stand-in, so the rate on your transaction can differ.
- Taxes included: GST at 18% on the transaction fee. GST on the currency conversion is not modelled; your PayPal tax invoice shows the GST actually charged.
- Not covered: Micropayment rates, dispute fees, refunds, failed withdrawal charges, Custom FIRA charges and any income tax or TDS.
- Payment type: A commercial payment for goods or services from a sender outside India, received by an India-registered account and converted to INR.
What do people get wrong when calculating this?
- Using 4.4% only: The fixed fee and the 3.0% conversion fee are separate charges, so 4.4% understates the cost.
- Ignoring GST: PayPal's fees are exclusive of taxes, so GST is added on top of the fee.
- Wrong fixed fee: The fixed fee depends on the currency received, for example EUR 0.35 or GBP 0.20, so a USD figure is wrong for other currencies.
- Large invoices: PayPal's India user agreement treats export payments above USD 10,000 per transaction as a restricted activity, so the calculator flags any amount above that limit.
- Refund costs: PayPal charges no fee to refund, but the original receiving fees are not returned.
Which rules should you know about this?
The PayPal fee rules come from PayPal's India merchant fees page, which sets the 4.40% rate, fixed fees and 3.0% conversion fee. The PayPal India user agreement says fees exclude taxes and lists export payments above USD 10,000 per transaction as a restricted activity. The GST Council services rate schedule lists 18% for services not specified elsewhere.

Frequently asked questions
What is the PayPal fee for receiving an international payment in India?
PayPal charges 4.40% plus a fixed fee on a commercial payment received from a sender outside India. The fixed fee depends on the currency received, such as USD 0.30, EUR 0.35 or GBP 0.20. These rates are listed on PayPal's India merchant fees page, last updated on 28 March 2024.
How much does PayPal charge to convert USD to INR?
PayPal charges 3.0% above its base exchange rate when converting a balance or payments received into another currency. Is GST charged on PayPal fees in India?
Yes, PayPal's India user agreement states its fees are exclusive of taxes. GST-registered merchants receive a tax invoice from PayPal and can check the credit in their GSTR 2B statement. PayPal's fees page does not state a GST rate, so this calculator applies 18%, the rate for services not specified elsewhere.
