Short answer
Money from the UAE reaches India in 2026 through an NRE account, an NRO account or a UAE exchange house. RBI's Deposits and Accounts Master Direction permits remittances abroad from NRE accounts. NRO repatriation is capped at USD 1 million per financial year. Exchange houses pay out under RBI's Rupee Drawing Arrangement, with no cash payout.

- An NRO account: A rupee account any person resident outside India can open for bona fide rupee transactions, including inward remittances and dues earned in India. NRIs can repatriate up to USD 1 million per financial year from it under the Remittance of Assets Master Direction.
- A UAE exchange house: An exchange house licensed in the UAE sends rupees through a vostro account it holds with an Indian AD Category-I bank under a Rupee Drawing Arrangement. Payouts can be credited to an NRE account or paid to an NRI's family, but never in cash.
Which RBI rule governs money sent from the UAE to India through NRE accounts, NRO accounts and exchange houses?
The RBI Master Direction on Deposits and Accounts governs NRE and NRO accounts, which sit under the Foreign Exchange Management (Deposit) Regulations, 2016. Exchange house transfers follow the Rupee Drawing Arrangement Master Direction, which RBI designed primarily for personal remittances. A UAE client paying an Indian resident for services is an export receipt under the FEMA Regulations, 2026, in force from 1 October 2026. For example, an engineer in Dubai sending AED 5,000 to his own NRE account follows the deposit rules, while a Dubai client paying a Pune designer follows the export rules. What documents and GST apply to money received in India from the UAE?
A personal remittance into an NRE or NRO account is reported by the bank under a purpose code, and an exchange house payout can only reach a KYC compliant account. The EDF and LUT requirements are tied to exports of services. A services export paid from the UAE needs an LUT before invoicing, an EDF within 30 days from the end of the invoice month, and a FIRC or FIRA from the bank after credit. GST on such an export is zero-rated under IGST section 16 when the section 2(6) conditions are met. Read FIRC vs FIRA vs e-BRC.
| Document | Who issues it | When needed | Best for |
|---|---|---|---|
| Purpose code P1301 or P1302 | The AD bank reports it from the RBI receipt purpose code list | With each inward remittance; P1301 covers family maintenance and savings from Indian non-residents, P1302 covers personal gifts | Families receiving money from NRIs in the UAE |
| Certificate of inward remittance through an exchange house | The AD bank may issue it under para 3(d) of the RDA Master Direction | When a tourist receiving money through an exchange house must prove the external source of funds, for example to reconvert unused rupees | Tourists in India paid through a UAE exchange house |
| Documentary evidence for NRO repatriation | The NRI gives it to the AD bank under para 3.2 of the Remittance of Assets Master Direction, along with an undertaking that the balance comes from legitimate receivables in India | Before remitting NRO balances abroad or moving them to an NRE account | NRIs moving NRO funds back to the UAE |
| LUT in FORM GST RFD-11 | The exporter files it under CGST Rule 96A | Before export, so invoices to UAE clients go out without IGST | GST-registered exporters billing UAE clients |
| EDF and FIRC or FIRA | The exporter files the EDF; the AD bank issues the FIRC or FIRA | EDF within 30 days from the end of the invoice month; FIRC or FIRA after credit | Freelancers and agencies paid by UAE clients |
What changed in the rules for receiving money from the UAE in India this year?
The main change in 2026 is on the export side. The FEMA (Export and Import of Goods and Services) Regulations, 2026 came into force on 1 October 2026, and A.P. (DIR Series) Circular No. 20 superseded the export and import Master Directions from the same date. RBI also updated the Deposits and Accounts Master Direction as on 2 September 2026 and the exchange house Master Direction as on 1 October 2026; the NRE, NRO and Rs 15 lakh rules quoted here are from those versions.
- Export rules: The 2026 Regulations replaced the 2015 export regulations from 1 October 2026 for anyone billing UAE clients. See the EDF guide.
- Realisation: Services exports must be realised within nine months of the invoice date, or twelve months if invoiced or settled in INR, under Regulation 5(1).
- Income tax: The Income-tax Act, 2025 replaced the Income-tax Act, 1961 from 1 April 2026. Check the new provision for NRE interest and NRO tax with your tax adviser.
- MTSS: RBI updated the MTSS Master Direction as on 29 September 2026; the USD 2,500 cap and the bar on NRE credits remain in the text.

Frequently asked questions
Can an NRI in the UAE send money to an NRE account in India through an exchange house in 2026?
Yes. The Rupee Drawing Arrangement Master Direction lists credit to NRE accounts maintained by NRIs as a permitted transaction under para 4(b)(i). Para 3(d) gives these payouts the same status as remittances made in foreign exchange. Under para 2(a), the Indian bank must ensure the exchange house holds a valid licence from its local regulator.
Is interest on an NRE account taxable in India for an NRI living in the UAE?
Para 4.12 of the RBI Deposits and Accounts Master Direction states that interest on NRE balances is exempt from income tax. RBI does not issue tax rulings, and the Income-tax Act, 2025 replaced the 1961 Act from 1 April 2026, so confirm the current provision with a tax adviser.
How much can an NRI repatriate from an NRO account back to the UAE under RBI rules?
Para 3.2 of the Remittance of Assets Master Direction lets NRIs and PIOs remit up to USD 1 million per financial year from NRO balances, including transfers to an NRE account. The bank needs documentary evidence, and para 5 makes the remittance subject to applicable Indian taxes. Remittances above USD 1 million need prior RBI approval under para 4.1.
Can money sent through an MTSS operator from the UAE be credited to an NRE account?
No. Para 3.4(a) of the RBI MTSS Master Direction bars credit to NRE accounts and trade related remittances under the scheme. Each MTSS remittance is capped at USD 2,500, one beneficiary can receive 30 in a calendar year, and amounts up to Rs 50,000 may be paid in cash.
Can an Indian resident freelancer open an NRE account to receive payments from UAE clients?
No. Para 4.1 of the RBI Deposits and Accounts Master Direction limits NRE accounts to NRIs and PIOs. A resident freelancer receives client payments in a resident account and follows the FEMA Regulations, 2026 for exports. See receiving export payments in a savings account.
Which purpose code applies to money an NRI in the UAE sends to family in India?
The RBI receipt purpose code list has P1301 for inward remittance from Indian non-residents towards family maintenance and savings, and P1302 for personal gifts and donations. Client fees for services use a services code instead. See purpose codes for freelancers and confirm the code with your bank.
Can an exchange house in the UAE pay rupees in cash to a family member in India?
No. The Rupee Drawing Arrangement Master Direction says no cash disbursement is allowed under rupee or foreign currency drawing arrangements. The partner bank can credit the beneficiary's account at another bank by NEFT, IMPS or BBPS, and the recipient bank credits only KYC compliant accounts. MTSS, a separate scheme, allows cash payment up to Rs 50,000.
Does GST apply when a UAE client pays an Indian freelancer through the bank route in 2026?
Not when the service qualifies as an export. IGST section 2(6) needs the client and place of supply outside India and payment in convertible foreign exchange or permitted rupees. Exports are zero-rated under section 16, and an LUT under Rule 96A lets you invoice without IGST. See receiving payments from UAE clients.
