Which RBI and GST rules apply to UI/UX designers in India?
UI/UX designers paid by foreign clients are exporters of services under FEMA and GST. From October 01, 2026 the FEMA (Export and Import of Goods and Services) Regulations, 2026 govern the declaration, realisation and reporting of each payment, and their definition of software includes any drawing or design on a non-physical medium. For GST, section 2(6) of the IGST Act defines export of services and section 16 makes it a zero rated supply. These rules apply whichever platform or bank collects the payment.
| Rule | Source | Clause | Plain meaning | Best for |
|---|---|---|---|---|
| Design counts as software, and software as a service | FEMA Regulations 2026 | Reg 2(1)(e) and Explanation | Software includes any drawing or design on a non-physical medium, and services include software for these regulations. | Designers delivering Figma files, prototypes or design systems online |
| Export Declaration Form (EDF) | FEMA Regulations 2026 | Reg 3(2) | File an EDF within 30 days from the end of the month in which the invoice was raised. One EDF can cover all invoices of a month. | Designers invoicing several foreign clients each month |
| Realisation period | FEMA Regulations 2026, as amended | Reg 5(1) | Bring the full invoice value into India within nine months from the invoice date, or twelve months if invoiced or settled in INR. The AD bank may extend this. | Designers on milestone or retainer billing |
| EDPMS closure | FEMA Regulations 2026 | Reg 4(2) | For invoices up to Rs 10 lakh, the EDPMS entry can be closed on the exporter's declaration, also quarterly in bulk. | Solo designers with many small invoices |
| Unrealised exports | FEMA Regulations 2026 | Reg 13 | If proceeds stay unrealised beyond one year past the due date, further exports need full advance or an irrevocable letter of credit. | Designers with a client who has not paid |
| Export of services | IGST Act | Section 2(6) | Supplier in India, recipient and place of supply outside India, payment in convertible foreign exchange or INR where RBI permits, and not establishments of one entity. | Checking whether a design project qualifies as an export |
| Place of supply | IGST Act | Section 13(2) | For most services, including design work delivered online, the place of supply is the location of the recipient. | Designers with clients located abroad |
| Zero rating under LUT | IGST Act and CGST Rule 96A | Section 16(1)(a), 16(3); Rule 96A(1)(b) | Export without IGST under an LUT in FORM GST RFD-11. If payment is not received, IGST with interest is payable within fifteen days after one year or the FEMA period, whichever is later, from the invoice date. | GST-registered designers and studios |
Which purpose code applies to UI/UX designers in India?
UI/UX design delivered as digital files usually fits P0807 or P0802 in group 08 of the FETERS purpose code list, because the FEMA Regulations 2026 treat a design on a non-physical medium as software. User research billed on its own may fit P1016. The list has no code named for design, so confirm the code with your AD bank or platform before the first receipt. DGFT's e-BRC guidelines accept only P0802, P0803, P0807 and P0103 for IT services.
| Code | Official RBI description (verbatim) | Source | Best for (transaction type) |
|---|---|---|---|
| P0807 | Off-site Software Exports | FETERS list | App or web interface designs, prototypes and design systems made in India and delivered online |
| P0802 | Software consultancy/implementation (other than those covered in SOFTEX form) | FETERS list | UX audits, design reviews and implementation support on a client's product |
| P1016 | Market research and public opinion polling service | FETERS list | Stand-alone user research, surveys or usability studies |
| P1007 | Advertising, trade fair service | FETERS list | Ad creatives and promotion work, which is not UI/UX design |
| P0103 | Advance receipts against export contracts, which will be covered later by GR/PP/SOFTEX/SDF – other than Nepal and Bhutan | FETERS list | Deposits or advances received before the design work is delivered and invoiced |
Which option costs a UI/UX designer least on $500, $2,000 and $5,000?
Each row applies the platform's published fee, FX markup and 18% GST on the fee to the XE mid-market rate for 4 Nov 2026. Platforms without full published pricing are not included.

What documents follow each payment for a UI/UX designer (FIRA, e-BRC, EDF, LUT)?
Each foreign payment to a UI/UX designer is backed by an export invoice, an inward remittance advice (FIRA or FIRC), an EDF and, for GST-registered designers, an LUT. An e-BRC can be generated on DGFT under the self-certified e-BRC guidelines. From October 01, 2026 the EDF under Regulation 3(2) covers software and services, after Circular No. 20 superseded the SOFTEX circulars.
| Document | Who issues it | When needed | Best for |
|---|---|---|---|
| Export invoice | The designer | For every project or billing cycle; the invoice date starts the nine-month realisation period | All designers |
| LUT (FORM GST RFD-11) | The designer files it on the GST portal | Before the first export invoice of each financial year | GST-registered designers exporting without paying IGST |
| Export Declaration Form (EDF) | The designer files it with the AD bank or STPI, or the SEZ Development Commissioner for SEZ units | Within 30 days from the end of the invoice month | Designers exporting design or software services from October 01, 2026 |
| FIRA or FIRC | The AD bank or the payment provider that credits the INR | After each foreign payment is credited | Proof of foreign receipt for GST, income tax and the bank |
| e-BRC | Generated by the designer on the DGFT portal from bank remittance data | When claiming export benefits or showing realisation | Designers receiving under P0802 or P0807 |
What changes in 2026 for UI/UX designers in India?
In 2026 UI/UX designers move to a new FEMA export framework, a nine-month realisation period and a new income tax law. The FEMA Regulations 2026 took effect on October 01, 2026, and the September 2026 amendment set realisation at nine months before they took effect. The CBIC texts of IGST section 16 and Rule 96A show no amendment made in 2026.
- EDF: From October 01, 2026 design and software exports are declared on an EDF within 30 days of the invoice month end, under Regulation 3(2). Circular No. 20 superseded the SOFTEX circulars.
- Nine months: The amendment notification FEMA 23(R)/(1)/2026-RB replaced fifteen months with nine months for realisation, and eighteen with twelve months for INR invoices.
- Income tax: The Income-tax Act, 2025 replaced the 1961 Act from April 01, 2026. Its FAQ 25 says the presumptive schemes, including section 44ADA, are now consolidated in section 58.
- Faster credit: An RBI circular of April 09, 2026 says banks shall endeavour to credit inward payments received in forex market hours on the same business day. The directions take effect six months from the circular date.

Frequently asked questions
Is the RBI export of services realisation period 15 months or 9 months for UI/UX designers in 2026?
It is nine months from the invoice date, or twelve months for INR invoices, under Regulation 5(1) of the FEMA Regulations 2026. The January 2026 text said fifteen months until the September 2026 amendment changed it before the October 01, 2026 start. The AD bank may extend the period when the designer shows reasons.
Which RBI purpose code, P0807 or P0802, should a UI/UX designer choose for a payment via PayPal, Wise, Payoneer or Razorpay?
The platform does not change the code. P0807, "Off-site Software Exports", fits finished designs delivered online, and P0802 fits consulting or implementation work on a client's product, per the FETERS list. See purpose codes for freelancers and confirm the code with the AD bank before the receipt.
Does a UI/UX designer still file SOFTEX for design exports after October 2026?
No SOFTEX form is filed for exports from October 01, 2026. Circular No. 20 superseded the SOFTEX circulars from that date. Design and software exports are declared on an EDF within 30 days from the end of the invoice month under Regulation 3(2), filed with the AD bank, STPI or SEZ. See the EDF guide.
Is GST charged on UI/UX design services for foreign clients under IGST section 2(6)?
No GST is charged when all five conditions of section 2(6) are met, because the service is a zero rated supply under section 16. The designer must be in India, the client and place of supply outside India, payment received in convertible foreign exchange or permitted INR, and the two must not be establishments of one entity.
When must a UI/UX designer file the GST LUT in FORM GST RFD-11?
Rule 96A requires the LUT before the export. Most designers file it at the start of each financial year through Services, User Services, Furnish Letter of Undertaking on the GST portal. Without an LUT or bond, IGST is paid on the export, and any refund follows section 16 and its rules. See LUT filing on the GST portal.
Does a UI/UX designer need an e-BRC from DGFT for every foreign payment?
An e-BRC is generated on DGFT from the bank's inward remittance data, usually when a designer claims export benefits or needs proof of realisation. DGFT's self-certified e-BRC guidelines accept P0802, P0803, P0807 and P0103 for IT services, and P0103 can be clubbed with P0807. Remittances can be clubbed only when currency, bank name and account number match.
Can a UI/UX designer close the EDPMS entry for a small invoice without bank documents?
Yes, for invoices up to Rs 10 lakh. Under Regulation 4(2) the AD bank may close the EDPMS entry on the exporter's declaration that payment was realised, and the declaration can be given quarterly for bulk closure. Larger invoices are closed by the AD bank after it checks the transaction. See EDPMS for service exporters.
Does section 44ADA still apply to UI/UX designers under the Income-tax Act, 2025?
Section 44ADA belonged to the 1961 Act, which the Income Tax Department says was repealed on April 01, 2026. Its FAQ on the new Act says the presumptive schemes, including 44ADA, are consolidated in section 58 of the 2025 Act. Check whether design work counts as a listed profession before using it.
