Short answer
Wise, Airwallex and Deel are Payoneer alternatives Indian exporters compare in 2026. The RBI's FEMA Export and Import Regulations 2026 apply to the exporter whichever platform is used. Exporting without paying IGST needs an LUT under CGST Rule 96A. A GST refund needs a FIRC or bank realisation certificate under Rule 89. Each receipt carries an RBI purpose code.

Which documents and GST rules apply when an Indian exporter switches from Payoneer to Wise, Airwallex or Deel?
The documents stay the same whichever platform receives the money, because they come from FEMA and GST law. A service exporter declares each month's invoices on an EDF, keeps a FIRA or FIRC for each receipt, and furnishes a bond or LUT before export to supply without paying IGST. A service counts as an export for GST only when, among other conditions in IGST Act section 2(6), payment is received in convertible foreign exchange or in rupees where RBI permits.
| Document | Who issues it | When needed | Best for |
|---|---|---|---|
| LUT in FORM GST RFD-11 | The exporter furnishes it to the jurisdictional Commissioner | Prior to export, under CGST Rule 96A(1); see how to file an LUT | GST-registered exporters supplying without paying IGST |
| Export Declaration Form (EDF) | The exporter submits it to the specified authority: the AD bank for services other than software, and the AD bank or STPI for software (outside SEZs), under Regulation 2(1)(f) | Within 30 days from the end of the month of the invoice under Regulation 3(2); see EDF form | All service and software exporters from 1 October 2026 |
| FIRA or FIRC | The bank that receives the remittance issues a FIRC (check the exact document with your AD bank); a PA-CB must give the exporter's AD bank the documents needed for EDPMS closure | Invoice-wise proof of receipt for a GST refund on export of services under CGST Rule 89(2)(c); PA-CB duty under para 11(h) of the PA Master Direction | Exporters claiming GST refunds or closing EDPMS entries |
| Exporter's declaration for EDPMS closure | The exporter gives it to the AD bank | For invoices up to ₹10 lakh, under Regulation 4(2); see EDPMS closure | Exporters with many small invoices |
What changed this year?
The rules behind every Payoneer alternative changed on 1 October 2026, when the FEMA Export and Import Regulations 2026 came into force. RBI Circular No. 20 superseded the Master Directions on export and import and the circulars in its Annex, including the SOFTEX circulars, from the same date.
- New regulations: Notification FEMA 23(R)/2026-RB applies from 1 October 2026; see the FEMA update.
- EDF for services: Service and software exporters file an EDF within 30 days from the end of the invoice month under Regulation 3(2), and the SOFTEX circulars no longer apply.
- Realisation: Export value for services must be realised within nine months from the invoice date, or twelve months when invoiced or settled in rupees, under Regulation 5. The 22 September 2026 amendment cut these from fifteen and eighteen months. The AD bank may extend the period on request.
- Small invoices: Invoices up to ₹10 lakh can be closed in EDPMS on the exporter's own declaration under Regulation 4(2).

Frequently asked questions
Can Indian freelancers without a registered company use Wise, Airwallex or Deel as a Payoneer alternative in 2026?
It depends on each platform's own rules. Wise onboards a sole trader or freelancer with a personal PAN and bank account. Deel lets a contractor sign up as an individual. Airwallex offers no personal accounts and needs a registered, active company.
Can an Indian contractor use Deel to get paid by a client who does not use Deel?
This is Not confirmed on Deel's pages. Deel's contractor sign-up guide says a contractor can create a contract and send it to the client, and the contract becomes active only after both the client and the contractor sign it. Check with Deel before relying on it for clients outside the platform.
Does an Indian bank ask for documents when Deel withdrawals arrive in INR?
It can. Deel's help article on withdrawals to IndusInd Bank in India says the bank may ask for the contract agreement and invoices before crediting funds. Deel says the transfer is sent as software consultancy, so contractors should not describe it as salary. The article, dated December 2024, covers IndusInd Bank only.
Do Payoneer alternatives in India need RBI PA-CB authorisation to pay out USD receipts?
A non-bank entity must seek RBI authorisation to operate as a payment aggregator, including a PA-CB, under para 5 of the RBI Master Direction on Payment Aggregators. A bank does not need it. RBI publishes its list of authorisations, and the comparison table on this page shows each platform's status.
Is GST charged on USD an Indian freelancer receives through Wise, Airwallex or Deel?
A qualifying export of services is a zero-rated supply under IGST Act section 16. A registered exporter can supply it under a bond or LUT without paying integrated tax. Receipt in convertible foreign exchange, or in rupees where RBI permits, is one condition of section 2(6).
Which RBI purpose code applies to USD received through Wise, Airwallex, Deel or Payoneer?
The purpose code depends on the service exported, and the same code applies on any platform. AD banks report foreign trade transactions in FETERS under Regulation 18(2), using the purpose code list in RBI Circular No. 84. See purpose code for freelancers.
How long can a Payoneer alternative payment stay unpaid under the FEMA 2026 realisation rule?
Under Regulation 5 of the 2026 regulations, a service exporter must realise the full value within nine months from the invoice date. The period is twelve months when the export is invoiced in Indian rupees. The AD bank may extend it if satisfied with the reasons the exporter gives. See export realisation period.
Is a FIRA or FIRC needed to claim a GST refund after switching from Payoneer?
Yes, a refund claim on export of services needs a statement listing invoice numbers and dates with the relevant Bank Realisation Certificates or Foreign Inward Remittance Certificates, under CGST Rule 89(2)(c). The platform used does not change this. See FIRC vs FIRA vs e-BRC for how the documents differ.
