Short answer
UK clients paying Indian freelancers through Wise, Payoneer, PayPal or a bank transfer in 2026 trigger RBI export rules. The FEMA Export and Import Regulations 2026 require an EDF and payment within nine months. Banks report each receipt with a purpose code. An LUT under Rule 96A keeps the export free of IGST. A FIRC supports GST refunds.

Which RBI rule governs money from UK clients paying Indian freelancers in GBP?
Two RBI regulations govern a GBP payment from a UK client. The FEMA (Manner of Receipt and Payment) Regulations 2023 let a client in a country outside the Asian Clearing Union pay in Indian rupees or any foreign currency, so GBP is allowed, and the money must come through an authorised bank or authorised person. From 1 October 2026 the FEMA Export and Import Regulations 2026 set the EDF, EDPMS and realisation rules, after A.P. (DIR Series) Circular No. 20 superseded the Master Direction on Export. Receipts routed through a cross-border payment aggregator also fall under the RBI Master Direction on Payment Aggregators.
| Rule | Source | Clause | Plain meaning | Best for |
|---|---|---|---|---|
| Currency of receipt | Manner of Receipt and Payment Regulations 2023 | Reg 3(2)(I)(a)(iii) | A client in a country outside the ACU, such as the UK, may pay in Indian rupees or any foreign currency, including GBP. | Deciding whether to invoice a UK client in GBP or INR |
| Authorised channel | Manner of Receipt and Payment Regulations 2023 | Reg 3(2) | Payments between a person in India and a person outside India go through an authorised bank or authorised person. | Checking whether a payment route from the UK is permitted |
| Export declaration (EDF) | FEMA Export and Import Regulations 2026 | Reg 3(2) | Declare the full export value in an EDF within 30 days from the end of the month in which the invoice was raised. The AD bank may allow more time on reasonable request. | Freelancers billing UK clients every month |
| EDPMS closure | FEMA Export and Import Regulations 2026 | Reg 4(2) | The AD bank closes the EDPMS entry once payment is received. Invoices up to ₹10 lakh can be closed on the exporter's declaration. | Freelancers with smaller UK invoices |
| Realisation period | FEMA Export and Import Regulations 2026, amended 22 September 2026 | Reg 5 | Services must be paid for within nine months of the invoice date, or twelve months if invoiced or settled in INR. The AD bank may extend this. | Freelancers whose UK clients pay late |
| Reporting and purpose codes | FEMA Export and Import Regulations 2026; A.P. (DIR Series) Circular No. 84 | Reg 18(2); Circular 84 para 3 | The AD bank reports every foreign exchange transaction in FETERS using RBI's purpose code list. | Understanding why your bank asks for a purpose code |
| Payment aggregator limit | RBI Master Direction on Payment Aggregators | Para 11(d) and 11(h) | A cross-border payment aggregator can process up to ₹25 lakh per transaction and must give your AD bank the documents needed to close EDPMS entries. | Freelancers paid through an aggregator checkout |

What documents, GST and UK VAT apply to UK client payments to Indian freelancers?
Each UK payment needs an export invoice, an EDF entry and a record of the inward remittance, plus an LUT if you are GST-registered and export without paying IGST. Services to a UK client are an export of services when all five conditions in IGST Act s.2(6) are met, and an export is a zero-rated supply under IGST s.16. For most services the place of supply is the client's location (IGST s.13(2)). On the UK side, HMRC's VAT Notice 741A says a UK business buying services from a supplier outside the UK usually accounts for VAT itself under the reverse charge (section 5.1), so the Indian freelancer does not charge UK VAT.
| Document | Who issues it | When needed | Best for |
|---|---|---|---|
| Export invoice | You, the freelancer | When you bill the UK client; the invoice date starts the nine-month realisation period under Reg 5 | Every UK project or retainer |
| Export Declaration Form (EDF) | You declare it to the specified authority: an AD bank for services, or an AD bank or STPI for software (Reg 2(1)(f)) | Within 30 days from the end of the invoice month (Reg 3(2)) | All service exporters, including software |
| FIRC or bank inward remittance record | Your AD bank, where it issues one; ask your bank what record it provides | After the money is credited. CGST Rule 89(2)(c) asks for BRC or FIRC details for each invoice when claiming a refund on export of services | GST refund claims and proof of foreign receipt |
| eBRC | DGFT; you self-generate it on the DGFT portal from your bank's inward remittance message (DGFT eBRC FAQs) | After payment. IRMs can be clubbed only if they share the same currency and the same bank account (DGFT eBRC guidelines) | Freelancers who need a DGFT record of realisation |
| Letter of Undertaking (Form GST RFD-11) | You file it on the GST portal | Before export; valid for the whole financial year in which it is filed (Circular 8/8/2017-GST) | GST-registered freelancers exporting without paying IGST |
| UK VAT reverse charge entry | Your UK business client, on its own VAT return | When the place of supply is the UK, the supplier belongs outside the UK and the client belongs in the UK (Notice 741A section 5) | Freelancers billing VAT-registered UK businesses |
What changed in the rules this year?
The main change is that the FEMA Export and Import Regulations 2026 took effect on 1 October 2026 and set the realisation period for UK invoices at nine months. RBI also asked banks to credit inward payments faster from 9 October 2026, and the Income-tax Act, 2025 took effect on 1 April 2026.
- New regulations: From 1 October 2026, Circular No. 20 supersedes the Master Directions on Export and Import of Goods and Services and the circulars listed in its Annex, including the SOFTEX circulars. Software exports are now declared in the EDF, because Reg 3(2) treats software as a service.
- Realisation: A 22 September 2026 amendment replaced fifteen months with nine months, and eighteen months with twelve months for INR invoices, before the regulations took effect.
- EDPMS closure: Invoices up to ₹10 lakh can be closed in EDPMS on the exporter's declaration that payment has been received (Reg 4(2)).
- Faster credit: An RBI circular of 9 April 2026 asks banks to tell customers about inward payments on receipt and to credit payments received in forex market hours within the same business day. It takes effect six months after the circular date, on 9 October 2026.
- Income tax: The Income-tax Act, 2025 repealed the 1961 Act on 1 April 2026 and replaced 'previous year' with 'tax year'. Earlier years continue under the old Act.

Frequently asked questions
Which UK to India freelancer payment options are allowed under RBI FEMA rules in 2026: Wise, Payoneer, PayPal or bank transfer?
FEMA lets a UK client pay in GBP or INR, provided the money reaches you through an authorised bank or authorised person under Regulation 3(2). For Wise, Payoneer, PayPal or any other service, check how it routes money into India. See is it legal to receive payments through Wise, Payoneer or PayPal and the comparison table on this page.
Does a UK client add VAT when paying an Indian freelancer for services in 2026?
Usually not on the invoice. HMRC's VAT Notice 741A says the reverse charge applies when the place of supply is the UK, the supplier belongs outside the UK and the UK customer belongs in the UK. The UK business then accounts for the VAT itself. Supplies to UK consumers follow the B2C rules in section 6, which has special cases.
Is GST charged on GBP fees from UK clients if an Indian freelancer files an LUT?
No IGST is paid on a qualifying export of services made under an LUT in Form GST RFD-11 (Rule 96A). The supply must meet all five conditions of IGST s.2(6), including payment in convertible foreign exchange, or INR where RBI permits. The LUT must be filed before export. See LUT filing on the GST portal.
What happens under CGST Rule 96A if a UK client does not pay an Indian freelancer on time?
Under Rule 96A(1)(b), the LUT binds you to pay the tax with interest within 15 days after one year, or the period allowed under FEMA including any RBI-permitted extension, whichever is later, from the invoice date, if payment has not arrived. FEMA itself expects payment within nine months. See export realisation period.
Do Indian freelancers need a FIRC for every GBP payment from a UK client?
A FIRC or BRC is needed when you claim a GST refund on export of services, because CGST Rule 89(2)(c) asks for these details against each invoice. Keeping a FIRC or bank inward remittance record for every UK payment also gives you proof of foreign receipt. Read FIRC vs FIRA vs e-BRC.
Which RBI purpose code do banks use for UK client payments to Indian freelancers?
Banks report every receipt in FETERS under RBI's revised purpose code list, introduced by A.P. (DIR Series) Circular No. 84. The code depends on the service you sold, such as software, consulting or design work. Tell your AD bank the nature of the service and confirm the code it uses. See purpose code for freelancers.
Is there an RBI limit on GBP payments received through a cross-border payment aggregator (PA-CB)?
Yes. Paragraph 11(d) of the RBI Master Direction on Payment Aggregators caps each inward or outward transaction processed by a PA-CB at ₹25 lakh. The aggregator must also share documents with your AD bank for EDPMS closure. A larger UK invoice cannot pass through a PA-CB as one transaction. See RBI PA-CB guidelines.
How is freelance income from UK clients taxed under the Income-tax Act 2025?
The Income-tax Act, 2025 repealed the 1961 Act on 1 April 2026, so UK client fees earned from tax year 2026-27 fall under the new Act. Years before 1 April 2026 stay under the old Act. Check the matching provision before filing. See income tax on foreign income and DTAA for Indian exporters.
