Short answer

Your bank asks for an invoice on an inward remittance because RBI rules let it credit an export payment only after it is satisfied the transaction is genuine. The invoice links the money to a real sale. Send the invoice, the contract or order, proof of delivery and the purpose code to clear the payment.

What does it mean when a bank asks for an invoice on an inward remittance?

A bank asking for an invoice on an inward remittance wants evidence that the foreign payment is for a real export before it credits your account. Under the 2026 export regulations, the AD bank must satisfy itself that the transaction is genuine before crediting an export receipt.

  • Genuineness: An AD bank may credit an exporter's account for an export receipt only after it has satisfied itself of the genuineness of the transaction (Regulation 4(2)). The invoice is the simplest proof that a sale took place.
  • EDPMS link: When the bank credits the payment, it must close or update the matching entry in EDPMS at the same time (Regulation 4(2)). It also records every inward remittance for exports in EDPMS (Regulation 18(1)(e)). The invoice number tells the bank which entry the money belongs to.
  • Purpose code: AD banks report foreign trade transactions in FETERS (Regulation 18(2)) and classify every foreign exchange transaction using RBI's revised purpose code list (A.P. (DIR Series) Circular No. 84, para 3). The invoice description helps the bank pick the right code.
  • Bank SOP: Each AD bank must have a written policy and SOP that lists the documents, timelines and charges for each export process (Regulation 19(1)(a)). The exact documents a bank asks for come from that SOP, so lists differ between banks.
  • Doubtful cases: RBI directs AD banks to inform any doubtful transaction to the Directorate of Enforcement (A.P. (DIR Series) Circular No. 20, para 3). Clear documents reduce the chance of a payment being treated as doubtful.

A request for an invoice is a routine compliance step. It does not mean the bank suspects you. Answering quickly with matching documents is usually the fastest way to get the money credited.

Who receives bank requests for an invoice on an inward remittance?

Any resident in India who receives a foreign payment for exported goods or services can be asked for an invoice by the AD bank. The request is most common when the payment is the first from a new client, has an unclear description, or arrives from someone other than the client.

How do you respond when a bank asks for an invoice on an inward remittance?

You respond by sending the bank a set of documents that tie the payment to one export: the invoice, the contract or order, proof that the work or goods were delivered, and the purpose code. Reply through the channel the bank names and quote its reference number.

  1. Read the bank's message closely. Note the remittance reference, amount, sender name and the exact documents or details it lists.
  2. Find the invoice that matches the payment. Check that the client name, currency and amount agree with the remittance, and note any difference caused by bank charges, partial payment or several invoices paid together.
  3. Collect supporting documents: the contract, statement of work or purchase order, and proof of delivery such as an acceptance email, delivery report or shipping bill number for goods.
  4. Choose the purpose code that describes the service or goods. See purpose codes for freelancers and the RBI purpose codes list for exporters.
  5. If you export services and have filed or are due to file an EDF, give the EDF details. A service EDF is due within 30 days from the end of the month in which the invoice was raised, and services other than software may file it on or before the date of payment (Regulation 3(2)). See EDF form for exports.
  6. Write a short covering note using the template below and send everything through the bank's portal, email or branch, as it directs.
  7. Ask the bank to confirm the credit and to issue the inward remittance certificate or advice. See FIRC vs FIRA vs e-BRC.
  8. If the bank asks for more, answer in one reply. If it rejects documents you think are complete, use the grievance and appeal route that its SOP must provide (Regulation 19(2)).

What should a covering note to the bank about an inward remittance invoice say?

A covering note to the bank should identify the payment, state what it was for, and list the documents attached. Keep it to one page. Use the lines below as a template and fill in your own details.

  • Subject: Documents for inward remittance reference [bank reference number] dated [date] for [currency and amount].
  • Line 1: I/We confirm that this remittance from [client name, country] is payment for [short description of the service or goods] supplied under [contract or order number and date].
  • Line 2: It settles invoice number [number] dated [date] for [currency and amount]. [Explain any difference, for example bank charges deducted abroad or two invoices paid together.]
  • Line 3: The purpose code for this receipt is [code and short description].
  • Line 4: For services, the EDF for [month] has been / will be submitted on [date]. For goods, the shipping bill number is [number].
  • Line 5: Attached: invoice, contract or order, proof of delivery, and [any other document the bank asked for].
  • Close: Please credit the amount to account number [last four digits] and issue the inward remittance certificate. Name, phone and email.

Can a bank credit an inward remittance before the invoice is received?

Under Regulation 4(2), the AD bank makes the credit for an export receipt only after it is satisfied the transaction is genuine (Regulation 4(2)). Some banks may accept a declaration or earlier documents on file for regular clients. That decision follows the bank's own risk view and SOP.

  • RBI's April 2026 guidelines ask banks to inform customers immediately when an inward message arrives and to endeavour to credit payments received during foreign exchange market hours on the same business day, subject to FEMA and other rules (RBI circular RBI/2026-27/08, para 3).
  • The same guidelines allow banks to set up straight-through crediting for individual residents based on their risk assessment, and to offer a digital interface for submitting documents (para 3).
  • These directions take effect six months from the circular's date of 9 April 2026 (para 4).

Does an invoice matter for GST on an export of services?

Yes, for GST-registered exporters. A tax invoice for an export must carry the export endorsement and show the recipient's name and address, the address of delivery and the country of destination (CGST Rule 46). The same invoice usually serves the bank.

  • A supply counts as an export of services only if payment is received in convertible foreign exchange, or in Indian rupees where RBI permits, among other conditions (IGST Act section 2(6)).
  • The bank's remittance certificate is often the record of that receipt, so a payment held for missing documents also delays your GST paperwork.
  • See export invoice format and export of services under FEMA vs GST.

What documents should you send when a bank asks for an invoice on an inward remittance?

Send the documents that show a real export and match the payment. RBI does not publish a single list for banks to use. Each AD bank sets its own list in its SOP under Regulation 19(1)(a), so treat the table as a starting point and follow your bank's request.

What happens if you do not send an invoice for an inward remittance?

If you do not send an invoice, the bank may not credit the payment, because it can credit an export receipt only once satisfied the transaction is genuine. The money stays pending and the matching export entry stays open, which can create later FEMA and GST problems.

  • No credit: The AD bank credits an export receipt only after satisfying itself of the genuineness of the transaction (Regulation 4(2)). How long a bank holds or when it returns an unclaimed payment depends on its own policy. See why banks return inward remittances.
  • Open entry: Export value for services must be realised within nine months of the invoice date, or twelve months if invoiced or settled in rupees, unless the bank extends it (Regulation 5(1)). See export realisation period.
  • Future exports: If export proceeds stay unrealised for more than one year beyond the due date or extended date, further exports are allowed only against full advance or an irrevocable letter of credit (Regulation 13).
  • GST status: A service counts as an export for GST only when payment is received in convertible foreign exchange, or rupees where RBI permits (IGST Act section 2(6)). Under LUT, tax with interest becomes payable if payment is not received within the period in CGST Rule 96A(1)(b).
  • Escalation: Where a bank finds a transaction doubtful, RBI directs it to inform the Directorate of Enforcement (Circular No. 20, para 3).

Reply as soon as you can with the invoice and supporting documents, even if some details are still pending, and tell the bank what will follow and when. If the bank refuses documents you believe are complete, raise a grievance and ask for an appeal at a higher level under its SOP (Regulation 19(2)). Bank charges for these processes must be reasonable and proportional (Regulation 19(3)).

Which RBI rule lets a bank ask for an invoice on an inward remittance?

From 1 October 2026, Regulation 4(2) of the Foreign Exchange Management (Export and Import of Goods and Services) Regulations, 2026 lets the bank ask for an invoice. It requires the AD bank to be satisfied of a transaction's genuineness before crediting an export receipt. Banks set their document lists under Regulation 19.

What are the common mistakes when replying to a bank's invoice request for an inward remittance?

  • Mismatched amounts: Sending an invoice whose amount or currency differs from the remittance with no explanation. Note bank charges deducted abroad, partial payments or several invoices paid together.
  • Wrong client name: Sending an invoice addressed to one company when the money came from another. Explain the link, since third-party receipts depend on the bank being satisfied (Regulation 8).
  • Vague description: Describing the work as "services" or "payment". A specific description helps the bank choose the purpose code and judge the transaction.
  • Guessing the code: Picking a purpose code that does not match the work. A wrong code can change how the receipt is reported and may need correction later. See purpose code for consulting services.
  • Split banks: Taking an advance through one AD bank and the balance through another without telling both, which Regulation 10(1) requires.
  • Late EDF: Missing the service EDF deadline of 30 days from the end of the invoice month without asking the bank for an extension (Regulation 3(2)(c)).
  • Slow reply: Waiting days to answer, or replying in pieces. One complete reply usually clears the payment fastest.

Frequently asked questions

Is a bank allowed to hold an inward remittance until it receives the invoice?

Yes. Regulation 4(2) of the 2026 export regulations says an AD bank credits an export receipt only after it is satisfied the transaction is genuine. Until you send the invoice or other proof the bank asks for, it may keep the inward remittance pending. Reply quickly and quote the bank's reference number.

Can a freelancer without GST registration send a simple invoice for an inward remittance?

Yes. A freelancer without GST registration can send a plain commercial invoice showing the client, the work, the amount, the currency and an invoice number. CGST Rule 46 sets tax invoice contents for registered persons. The AD bank needs enough detail to be satisfied the inward remittance is a genuine export payment.

Does the bank need a new invoice for every inward remittance from a regular client?

Each inward remittance should match one or more invoices, because the AD bank links receipts to export entries in EDPMS under Regulation 18(1)(e). A bank may accept a contract on file for a regular client and ask only for invoice numbers. The practice depends on the bank's SOP under Regulation 19(1)(a).

What should you do if the remittance amount is lower than the invoice because of bank charges?

Tell the AD bank that charges were deducted by the sending or intermediary bank, and send the invoice anyway. If the shortfall will not be paid, the bank can allow a reduction in export value. For invoices up to ₹10 lakh, your declaration is enough under Regulation 6 of the 2026 regulations.

Can one inward remittance settle several invoices?

Yes. One inward remittance can settle several invoices if you tell the AD bank which invoices it covers and how the amount splits. List each invoice number, date and amount in your covering note. Service exporters can also file a single EDF for all exports in a month under Regulation 3(2)(a).

Where can you find the list of documents your AD bank needs for an export receipt?

Regulation 19 of the 2026 export regulations requires every AD bank to disclose its export policy and the main features of its SOP on its website. That policy must list documents, timelines and charges for each process. Check your bank's website or ask the branch for its export receipt requirements.

Is the FIRA or inward remittance certificate issued before or after the bank receives the invoice?

Banks generally issue the FIRA or inward remittance advice for a payment that has been credited, so a held payment usually means a delayed certificate too. RBI rules do not set a single timeline for issuing it. Ask your AD bank to issue the certificate once it accepts your documents and credits the amount.
