Short answer

Freelancers in India who export only services do not need an IEC code unless they want benefits under the Foreign Trade Policy. DGFT says an IEC is necessary for services exports only in that case. A freelancer who exports physical goods, or who wants to generate an e-BRC on the DGFT portal, does need an IEC.

What is an IEC code and how does the IEC rule treat freelancers?

An IEC (Importer-Exporter Code) is a 10-character alphanumeric number that DGFT allots to an entity for import and export activity. For freelancers who export services, the rule is narrow: an IEC is needed on the date of rendering services only for availing benefits under the Foreign Trade Policy (Foreign Trade Policy 2023, para 2.05(a)).

  • Legal basis: Section 7 of the Foreign Trade (Development and Regulation) Act, 1992 says no person shall make any import or export except under an Importer-exporter Code Number granted by the Director General of Foreign Trade.
  • Goods rule: No export or import of goods can be made by any person without an IEC unless specifically exempted (FTP 2023, para 2.05(a)).
  • Services rule: DGFT's IEC page says that for services exports, an IEC is not necessary except when the service provider is taking benefits under the Foreign Trade Policy (DGFT IEC Profile Management page).
  • Same as PAN: Since GST was introduced, the IEC number is the same as the firm's PAN, but DGFT still issues it separately on an online application (FTP 2023, para 2.05). Holding a PAN alone does not give you an IEC.
  • Who applies: DGFT lists the firm types that can obtain an IEC as proprietorship, partnership, LLP, limited company, trust, HUF and society (DGFT IEC page). A freelancer working alone applies as a proprietorship.

In short, the IEC is a foreign trade registration with DGFT. It is separate from your FEMA duties with your bank and from GST. For a plain definition, see what is an IEC code, and for the issuing body, see what is DGFT.

Which freelancers need an IEC code and which do not?

A freelancer needs an IEC code when exporting or importing goods, when claiming Foreign Trade Policy benefits for services, or when using DGFT services that run on an IEC, such as e-BRC generation. A freelancer who only invoices foreign clients for services and claims no FTP benefit is not required by DGFT to hold one.

How does a freelancer decide whether to get an IEC code and then apply for one?

A freelancer decides by checking three things: whether any goods cross the border, whether any Foreign Trade Policy benefit or DGFT service will be used, and whether the bank or a client asks for an IEC. If any answer is yes, the freelancer files form ANF-2A online at dgft.gov.in (Handbook of Procedures, para 2.08).

  1. List what you sell abroad. If it is only services delivered online, DGFT does not require an IEC unless you claim FTP benefits (DGFT IEC page).
  2. Check whether you will claim any Foreign Trade Policy benefit, or apply for status holder recognition, since both need an IEC (FTP 2023, para 1.25(b)).
  3. Check whether you plan to generate an e-BRC on the DGFT portal, which needs a linked IEC (DGFT eBRC FAQs, Q10).
  4. Ask your AD bank whether it needs your IEC for your export receipts or forms, and keep its answer on record.
  5. If you decide to apply, keep ready a PAN, a bank account in the firm's name and a valid address, as DGFT lists these as pre-requisites (DGFT IEC page).
  6. Register on dgft.gov.in, choose Apply for IEC, fill in form ANF-2A, upload the address proof and a cancelled cheque or bank certificate, and sign with a DSC or Aadhaar e-sign (IEC Module User Help File, section 5).
  7. Pay the Rs 500 fee through Bharatkosh. The IEC is auto-generated once your bank account is validated, and you are informed by email and SMS (HBP para 2.08(b)).

Can a freelancer get an IEC code as an individual using a personal PAN?

A freelancer applies for an IEC code as a proprietorship, which DGFT lists as an eligible firm type (DGFT IEC page). For a proprietorship, the firm's PAN is the proprietor's PAN, and the IEC issued is the same as that PAN (FTP 2023, para 2.05).

  • For proprietorships only, DGFT accepts an Aadhaar card, passport or voter ID as address proof (IEC User Help File, section 5).
  • The bank account holder name must match the firm name given in the application.
  • Only one IEC is issued against a single PAN (HBP para 2.12).

Does a freelancer need GST registration to apply for an IEC code?

A freelancer does not need GST registration to apply for an IEC code. DGFT's help file asks applicants to enter the GSTIN of the firm only if applicable (IEC User Help File, section 5). Whether you need GST registration is a separate question under GST law; see GST registration for freelancers.

Does the IEC code decide whether a freelancer's work counts as an export of services for GST?

The IEC code does not decide whether work counts as an export of services for GST. Section 2(6) of the IGST Act sets five conditions: supplier in India, recipient outside India, place of supply outside India, payment in convertible foreign exchange or INR where RBI permits, and the two not being establishments of one person (IGST Act, section 2(6)).

Do freelancers without an IEC code still have FEMA duties for export receipts?

Freelancers without an IEC code still have FEMA duties, because the FEMA regulations apply to every exporter of services. From 1 October 2026, an exporter of services furnishes an Export Declaration Form to the specified authority within 30 days from the end of the month in which the invoice is raised (FEMA (Export and Import of Goods and Services) Regulations, 2026, Regulation 3(2)).

What documents and details does a freelancer need for an IEC code application?

A freelancer needs a PAN, an address proof, a cancelled cheque or bank certificate, a DSC or Aadhaar e-sign and the Rs 500 fee for an IEC code application. Scanned documents are uploaded during the online application unless the system exempts them (HBP para 2.08(c); IEC User Help File, section 5).

What happens if a freelancer works without an IEC code or lets an IEC code lapse?

A freelancer who exports only services and claims no Foreign Trade Policy benefit faces no DGFT consequence for working without an IEC code. The consequences start when goods are traded without one, when an FTP benefit or e-BRC is needed, or when an existing IEC misses its yearly update and is de-activated (FTP 2023, para 2.05).

  • Goods: Exporting or importing goods without an IEC, outside the exempt categories, breaches section 7 of the FT(D&R) Act, 1992. Section 11 of the Act provides for penalties for exports or imports made in contravention of the Act, its rules and orders, or the export and import policy.
  • Lost benefits: For services, the IEC must exist on the date of rendering the services to avail FTP benefits (FTP 2023, para 2.05(a)). Services rendered before you hold an IEC may not count for such benefits.
  • No e-BRC: Without an IEC, you cannot generate an e-BRC on the DGFT portal. Banks may still report your inward remittances to DGFT with a blank IEC field (DGFT eBRC FAQs, Q70).
  • De-activation: An IEC that is not updated during April to June is de-activated (FTP 2023, para 2.05(e)). An IEC can also be de-activated if risks flagged by the system are not addressed in time (para 2.05(f)).

If you need an IEC later, apply on the DGFT portal before you ship goods or render the services for which you want FTP benefits. If your IEC was de-activated for a missed update, complete the update online, since a de-activated IEC may be activated on its successful updation (FTP 2023, para 2.05(e)). For the full process, see how to apply for an IEC code.

What is the timeline for getting and keeping an IEC code as a freelancer?

The timeline for an IEC code as a freelancer starts on the date you render services for which you want FTP benefits, or before your first export of goods. After that, the IEC is updated or confirmed online every year between April and June, and changes in primary details are updated within 30 days (FTP 2023, para 2.05; HBP para 2.14(b)).

What mistakes do freelancers make about the IEC code?

  • Assumed mandatory: Getting an IEC only because someone said every exporter needs one. For services, DGFT ties the requirement to FTP benefits (DGFT IEC page).
  • PAN equals IEC: Quoting your PAN as an IEC without applying. The number is the same, but DGFT must still issue the IEC on an online application (FTP 2023, para 2.05).
  • FEMA skipped: Treating the lack of an IEC as freedom from export rules. The EDF and realisation rules under the FEMA Regulations, 2026 still apply to services.
  • Late IEC: Applying after the work is done and expecting FTP benefits for it. The IEC is needed on the date of rendering the services.
  • Missed update: Forgetting the April to June update once you hold an IEC. A missed update de-activates the IEC, even if you have not used it.
  • Goods overlooked: Selling physical items abroad, such as prints or handmade goods, without an IEC. Goods exports need one unless an exemption in HBP para 2.07 applies.
  • Second IEC: Applying again when your PAN already has an IEC. Only one IEC is issued per PAN, so link the existing one to your DGFT login instead.

Frequently asked questions

Is an IEC code mandatory for freelancers receiving payments on platforms or by bank wire?

An IEC code is not mandatory for freelancers who only export services and claim no Foreign Trade Policy benefit, however the payment arrives. DGFT says an IEC is not necessary for services exports except when taking FTP benefits (DGFT IEC page). Your AD bank may still ask for documents, so check its requirements.

Can a freelancer get a FIRA or FIRC without an IEC code?

Nothing in DGFT's IEC rules makes an IEC a condition for a bank's FIRA or FIRC. The IEC is needed for e-BRC generation on the DGFT portal (DGFT eBRC FAQs, Q10). Ask your AD bank what it needs for an inward remittance certificate. See FIRA for freelancers.

Does an IEC code for a freelancer expire?

An IEC code does not expire. It has permanent validity unless the competent authority suspends or cancels it (HBP para 2.10). It can be de-activated if you miss the yearly April to June update, and it can be activated again once you complete the update on the DGFT portal (FTP 2023, para 2.05(e)).

How much does an IEC code cost for a freelancer?

A new IEC code costs Rs 500 for a freelancer, the same as for any applicant. The fee is paid online through Bharatkosh, the government payment gateway, after the application is signed (IEC User Help File, section 5). The help file lists Rs 200 for modifying an existing IEC.

Can a freelancer surrender an IEC code that is not being used?

Yes. A freelancer can surrender an IEC code online to the issuing authority, which examines the request and, on approval, sends the updated IEC to Customs. Surrender is allowed only if all authorisations and obligations under the IEC have been closed (HBP para 2.13). DGFT's portal lists Surrender IEC as a separate option.

Do freelancers need an IEC code to import equipment for their own work?

Persons importing goods for personal use not connected with trade, manufacture or agriculture are exempt from the IEC code (HBP para 2.07(a)(iii)). Whether equipment used to earn freelance income counts as personal use is not spelt out there, so check with Customs or DGFT before importing it commercially.

Does a freelancer's IEC code number match the freelancer's PAN?

Yes. Since GST was introduced, the IEC code number issued is the same as the PAN of the firm, and for a proprietorship that is the proprietor's PAN (FTP 2023, para 2.05). DGFT still issues the IEC separately, and anyone can verify IEC details under Services, View IEC Related Details (HBP para 2.09).
