Short answer

Design agencies in India paid by international clients through PayPal, Wise or Payoneer follow the same RBI and GST rules in 2026. The FEMA Regulations 2026 require an EDF and realisation within nine months. Each receipt carries an RBI purpose code and a FIRC or FIRA. Exports are zero rated under IGST section 16, without IGST under an LUT.

How do PayPal, Wise and Payoneer compare for design agencies in India paid by international clients?

Platforms named in the question are shown alongside the 2 highest payouts among the platforms this site covers, ranked by the INR received on a $5,000 invoice. Fees were checked on 30 Sept 2026.

Which RBI and GST rules apply to design agencies in India paid by international clients?

A design agency billing a foreign client is an exporter of services under both FEMA and GST. From October 01, 2026 the FEMA (Export and Import of Goods and Services) Regulations, 2026 govern the declaration, realisation and closure of each export, and they define software to include any drawing or design on a non-physical medium. For GST, section 2(6) of the IGST Act sets five conditions for an export of services and section 16 makes it zero rated. The same rules apply whichever platform or bank receives the money.

Which purpose code applies to design agencies in India?

No RBI purpose code is named for design, so the code depends on what the agency delivers. The RBI receipt purpose code list offers P1009 for technical services, P1006 for consultancy and P0802 for software implementation or consultancy, and digital design can count as software under Regulation 2(1)(e). DGFT's e-BRC guidelines accept only P0802, P0803, P0807 and P0103 for IT services. Agree the code with the AD bank or platform before the first receipt.

Which option costs a design agency least on $500, $2,000 and $5,000?

Each row applies the platform's published fee, FX markup and 18% GST on the fee to the XE mid-market rate for 3 Nov 2026. Platforms without full published pricing are not included.

For example, on a $2,000 invoice Skydo pays about ₹1,87,213 and PayPal about ₹1,74,042 at today's reference rate, a difference of ₹13,171.

What documents follow each payment to a design agency (FIRA, e-BRC, EDF, LUT)?

Each foreign payment to a design agency is backed by an export invoice, a FIRC or FIRA from the receiving bank or provider, an EDF and, for GST-registered agencies, an LUT. An e-BRC can be generated on DGFT under the self-certified e-BRC guidelines. From October 01, 2026 the EDF under Regulation 3(2) covers services and software, after Circular No. 20 superseded the earlier export circulars, including those on SOFTEX forms.

What changes in 2026 for design agencies in India?

In 2026 design agencies move to a new FEMA export framework, a nine-month realisation period and a new income tax law. The FEMA Regulations 2026 took effect on October 01, 2026, and the September 2026 amendment set realisation at nine months. The GST rules on LUT and zero rating continue as before.

  • EDF: Services and software exports are declared on an EDF within 30 days of the invoice month end under Regulation 3(2), and Circular No. 20 superseded the SOFTEX circulars from October 01, 2026.
  • Nine months: The amendment notification FEMA 23(R)/(1)/2026-RB replaced fifteen months with nine months for realisation, and eighteen with twelve months for INR invoices.
  • Income tax: The Income-tax Act, 2025 replaced the 1961 Act from April 01, 2026. Its FAQ 25 says the presumptive schemes, including sections 44AD and 44ADA, are consolidated in section 58.
  • Faster credit: RBI asked banks in an April 09, 2026 circular to endeavour to credit inward payments received in forex market hours on the same business day, effective six months from that date.

Frequently asked questions

Does a design agency in India charge GST on export services invoiced to a foreign client under an LUT?

No IGST is charged when the invoice meets all five conditions of IGST section 2(6) and the agency has an LUT under Rule 96A. The supply is zero rated under section 16. Without an LUT or bond, the invoice carries IGST, and any refund depends on the conditions in section 16. See GST on export of services.

Is a FIRC or FIRA needed for a design agency receiving foreign remittance through PayPal, Wise or Payoneer?

A FIRC or FIRA is the agency's proof that a foreign payment was received in India. Agencies keep it with the export invoice for GST and income tax records. Whether each platform issues one, and on what terms, is shown in the comparison table on this page. See FIRC vs FIRA vs e-BRC.

What is the RBI export realisation period for a design agency invoice in 2026?

It is nine months from the invoice date, or twelve months if invoiced or settled in INR, under Regulation 5(1) as amended by FEMA 23(R)/(1)/2026-RB. The January 2026 text said fifteen months until the September 2026 amendment changed it before the October 01, 2026 start.

When must a design agency file the EDF for export services after October 2026?

Within 30 days from the end of the month in which the invoice was raised, under Regulation 3(2). One EDF can cover all export invoices of a month. Agencies file it with the AD bank, or with STPI or SEZ where the design is treated as software. See the EDF guide.

Which RBI purpose code should a design agency use for branding and logo design paid from abroad?

The RBI purpose code list has no code named for branding or logo design. Agencies commonly match the code to the deliverable, such as P0802 for digital design files or P1007 for advertising creatives, and confirm it with the AD bank. See purpose code for design services.

How often does a design agency file the GST LUT in FORM GST RFD-11?

The LUT is furnished before export under Rule 96A, and the GST portal form asks for the financial year it applies to. Agencies file it through Services, User Services, Furnish Letter of Undertaking on the GST portal. See LUT filing on the GST portal.

Can a design agency close EDPMS entries for small export invoices on its own declaration?

Yes, for invoices up to Rs 10 lakh. Under Regulation 4(2) the entry in EDPMS may be closed on the exporter's declaration that the payment was realised, and the declaration can be given to the AD bank quarterly for bulk closure. See EDPMS for service exporters.

Does an e-BRC from DGFT apply to design agency receipts under purpose code P0802?

Yes. DGFT's self-certified e-BRC guidelines accept P0802, P0803, P0807 and P0103 for IT services. Remittances can be clubbed into one e-BRC only when the currency, bank name and account number match. Receipts under other codes follow the portal's own rules. See e-BRC on DGFT.
