Short answer
Wise, Payoneer and PayPal set their own fees, and the comparison table on this page shows the 2026 cost from verified data. RBI's FEMA export regulations require AD bank charges to be reasonable and proportional. An EEFC account can hold export earnings in foreign currency. A GST LUT removes upfront IGST.

Which RBI inward remittance rules affect the fees Indian exporters pay on Wise, Payoneer or PayPal receipts?
No RBI rule sets the fee that Wise, Payoneer or PayPal charges, but several RBI and GST rules shape what reaches your account. The FEMA (Export and Import of Goods and Services) Regulations, 2026 require AD bank charges to be reasonable and proportional, and let the AD bank accept a reduced export value. An EEFC account lets you hold export earnings in foreign currency for permitted payments. For example, a freelancer who credits USD to an EEFC account can pay foreign currency expenses from it, while a month's unused accruals are to be converted to rupees by the end of the next month. Fee detail is in Wise fees in India, Payoneer fees in India and PayPal fees in India.

|---|---|---|---|---|
| AD bank charges | FEMA Regulations, 2026 | Regulation 19(3) and (4) | Charges for handling export transactions must be reasonable and proportional to the services rendered. | EEFC account credits | RBI Master Direction on foreign currency accounts | Paragraph 3.1(1), (4) and (6) | A resident may credit 100 percent of foreign exchange earnings received by inward remittance through normal banking channels to an EEFC account. The account does not pay interest. A calendar month's accruals, after use for approved purposes or forward commitments, are to be converted into rupees by the last day of the next month. | Exporters who also pay foreign currency expenses |
| Faster crediting of inward payments | RBI circular, 9 April 2026 | Paragraphs 3 and 4 | Banks inform customers of an inward cross-border payment on receipt and endeavour to credit payments received in forex market hours the same business day. The directions take effect six months from the circular date, which falls around 9 October 2026. | Exporters receiving direct bank transfers into an Indian account |
| Cross-border payment aggregator limit | RBI Master Direction on Payment Aggregators | Paragraph 11(d) and (h) | A PA-CB can process inward transactions up to Rs 25 lakh each and must give the exporter's AD bank the documents needed to close EDPMS entries. | Exporters receiving through an aggregator, or large single payments |
| Realisation period | FEMA Regulations, 2026 | Regulation 5(1)(a) and proviso | Services export value is realised within nine months from the invoice date, or twelve months if invoiced or settled in rupees. The AD bank may extend the period. | Exporters who leave money in a platform balance before withdrawing |

What documents and GST apply to inward remittances received through Wise, Payoneer or PayPal?
The same export documents and GST steps apply whichever of Wise, Payoneer or PayPal collects the money, because they attach to the export itself. A service is an export of services under IGST Act s.2(6) when the supplier is in India, the recipient and place of supply are outside India, payment arrives in convertible foreign exchange or permitted rupees, and the two are not merely establishments of one person. The FEMA Regulations, 2026 set the EDF and EDPMS steps. See FIRC vs FIRA vs e-BRC for how the proof documents differ.
| Document | Who issues it | When needed | Best for |
|---|---|---|---|
| Letter of Undertaking (FORM GST RFD-11) | The exporter files it on the GST portal | Before export, to supply without paying IGST (CGST Rule 96A) | GST-registered freelancers and businesses |
| Export invoice | The exporter | For every export; the realisation period for services runs from the invoice date (FEMA Regulations 2026, Reg 5) | All exporters, whichever platform is used |
| Export Declaration Form (EDF) | The exporter submits it to the AD bank | Within 30 days from the end of the invoice month, with one EDF allowed for a month's exports (FEMA Regulations 2026, Reg 3(2)) | Service exporters, including software exporters who used SOFTEX before 1 October 2026 |
| Proof of inward remittance (FIRA or bank advice) | The bank that handles the receipt; ask the platform which bank issues it | After realisation; a PA-CB gives your AD bank the documents for EDPMS closure (RBI PA directions para 11(h)) | Exporters who need proof of receipt for GST refunds or audits |
| Exporter's declaration for EDPMS closure | The exporter | For invoices up to Rs 10 lakh, singly or in a quarterly bulk declaration (FEMA Regulations 2026, Reg 4(2)) | Freelancers with many small invoices |
| Purpose code | The AD bank reports each receipt under a purpose code in FETERS (FEMA Regulations 2026, Reg 18(2)); confirm the code with your AD bank | For each foreign currency receipt, from the RBI FETERS purpose code list | Every exporter receiving foreign currency |
What changed in the rules this year?
The FEMA (Export and Import of Goods and Services) Regulations, 2026 came into force on 1 October 2026 and apply to money received through Wise, Payoneer, PayPal or a bank alike. A.P. (DIR Series) Circular No. 20 superseded the Master Direction on Export of Goods and Services from the same date. The new FEMA regulations guide covers the detail.
- Charges: AD banks must keep export transaction charges reasonable and proportional and must not penalise an exporter's regulatory delay (Reg 19(3)).
- Faster credit: A 9 April 2026 RBI circular asks banks to reconcile nostro receipts at intervals normally within one hour and to aim for same-day credit, effective six months from the circular date (RBI circular).
- Realisation: Service export proceeds are realised within nine months of the invoice date, or twelve months if invoiced or settled in INR (Reg 5).
- EDF: Service exporters file an EDF within 30 days from the end of the invoice month, and software exports use the EDF in place of SOFTEX (Reg 3(2)).
- Small invoices: Invoices up to Rs 10 lakh can be closed in EDPMS, or reduced in value, on the exporter's declaration (Regs 4(2) and 6).

Frequently asked questions
Which of Wise, Payoneer or PayPal has the lowest fees for Indian freelancers receiving international payments in 2026?
The answer depends on the amount, the currency and how the client pays. The comparison table on this page shows each platform's cost on $500, $2,000 and $5,000 from verified platform data, in no order of preference. The RBI, FEMA and GST rules are the same for all three, so cost differences come from each platform's own charges.
Does RBI cap the fees Wise, Payoneer or PayPal charge on inward remittances to India?
No fee cap for platforms appears in the FEMA Regulations, 2026. Regulation 19(3) requires an AD bank's charges for export transactions to be reasonable and proportional to the service. The bank must also publish its policy and main SOP features on its website, and that policy lists charges for each process under Regulation 19(1)(a).
Can an EEFC account help Indian exporters avoid conversion costs on USD from Wise, Payoneer or PayPal?
An EEFC account can receive 100 percent of foreign exchange earnings that arrive by inward remittance through normal banking channels. A month's unused accruals are to be converted to rupees by the end of the next month. Whether a platform payout qualifies depends on how the money arrives, so ask your AD bank. See EEFC account benefits.
Is GST charged when a bank or platform converts USD to INR on an inward remittance in 2026?
Currency conversion is a service, and CGST Rule 32(2) sets its value. For a conversion to rupees, the value is the gap between the buying rate and the RBI reference rate times the units, or a slab value the supplier opts for. Where GST is charged on the conversion, it is calculated on that value, not on the full remittance.
Does a fee deducted by Wise, Payoneer or PayPal count as short realisation under FEMA 2026?
The credited amount can be lower than the invoice value. Regulation 6 of the FEMA Regulations, 2026 lets the AD bank allow a reduction in export value, and up to Rs 10 lakh it may be allowed on the exporter's declaration. Ask your AD bank how it treats platform deductions.
Do Indian freelancers pay IGST on export invoices paid through Wise, Payoneer or PayPal with an LUT?
No IGST is paid upfront when the supply is an export and an LUT is in place. IGST Act section 16 treats export of services as zero-rated supply. A registered exporter files FORM GST RFD-11 under CGST Rule 96A. See what an LUT is.
Is there an RBI per-transaction limit on inward payments through a cross-border payment aggregator in 2026?
Yes. Paragraph 11(d) of the RBI Master Direction on Payment Aggregators caps each inward or outward transaction processed by a cross-border payment aggregator (PA-CB) at Rs 25 lakh. Check with the platform how it is authorised in India and whether a larger payment needs a different route.
Which RBI purpose code applies to client payments received in India through Wise, Payoneer or PayPal?
The purpose code follows the service you delivered. Codes come from the RBI FETERS list in A.P. (DIR Series) Circular No. 84, and the AD bank reports each receipt under it. The purpose code guide for freelancers matches common services to codes.
