Short answer

A freelancer invoice template for international clients needs your name and address, a unique invoice number, the invoice date, the client's name, address and country, a service description, the amount and currency, and payment details. GST-registered freelancers also add their GSTIN, the service code and the export endorsement required by CGST Rule 46.

What is a freelancer invoice template for international clients?

A freelancer invoice template for international clients is a reusable layout that holds every detail Indian law expects on a bill sent abroad. For a GST-registered freelancer, the template follows the tax invoice in CGST Rule 46 with its export details. For every freelancer, the invoice date and value also drive the FEMA timeline.

  • GST basis: A registered person supplying taxable services must issue a tax invoice showing the description, value, tax charged and other prescribed particulars (CGST Act, section 31(2)). Those particulars are listed in CGST Rule 46.
  • Export details: For an export, the invoice carries an export endorsement and shows the recipient's name and address, the address of delivery and the name of the country of destination (Rule 46, export proviso).
  • Export test: A service is an export only if you are in India, the client and the place of supply are outside India, and payment comes in convertible foreign exchange or in rupees where RBI permits (IGST Act, section 2(6)).
  • FEMA dates: From 1 October 2026, export value for services must be realised within nine months from the date of invoice, and the EDF is due within 30 days from the end of the month in which the invoice was raised (FEMA Regulations 3(2) and 5(1)).
  • Unregistered: Section 31 and Rule 46 apply to registered persons. A freelancer below the registration threshold has no prescribed GST layout. That freelancer still needs an invoice, because FEMA counts realisation from the invoice date.

A template saves time only if its fixed fields are right before the first invoice goes out. For the full GST field list for all exporters, see export invoice format, and for the tax treatment see GST on export of services.

Which Indian freelancers need a GST-format invoice template for international clients?

Every GST-registered freelancer who bills a foreign client needs a template that meets CGST Rule 46, because Rule 46 sets the particulars of the registered person's tax invoice. A freelancer who is not registered can use a simpler layout. The table shows which version fits each situation.

How do you fill in a freelancer invoice template for an international client?

You fill in a freelancer invoice template by setting the fixed parts once, such as your details, numbering series and endorsement, and then completing the client, service and amount fields for each job. After you send the invoice, you report it in GSTR-1 if registered and file the EDF with your AD bank.

  1. Decide your GST route. If you are registered and want to bill without IGST, file a Letter of Undertaking in FORM GST RFD-11 before the export (Rule 96A(1)). See how to file an LUT on the GST portal.
  2. Put your name, address and, if registered, your GSTIN at the top as the supplier (Rule 46(a)).
  3. Set an invoice number series. Each number must be consecutive, no longer than sixteen characters, use only letters, numbers, hyphens or slashes, and be unique for the financial year (Rule 46(b)).
  4. Enter the date of issue. For services, issue the invoice within thirty days from the date of supply (Rule 47).
  5. Add the client's name and address, the address of delivery and the client's country, as the export proviso to Rule 46 requires.
  6. Describe the service in plain words and add the code for the service (Rule 46(g) and (h)). A clear description also helps your AD bank match the payment to the invoice.
  7. Show the total value and the taxable value after any discount, in the currency agreed with the client (Rule 46(j) and (k)).
  8. Print the endorsement that matches your GST route, and if you pay IGST, show the rate and amount of integrated tax (Rule 46(l), (m) and export proviso).
  9. Add your payment details: the bank account name and number, the bank's name and SWIFT code, and the payment due date agreed in your contract. Ask your bank which details it needs on an inward remittance.
  10. Sign the invoice. A signature is not needed for an electronic invoice issued under the Information Technology Act, 2000 (Rule 46, proviso).
  11. If registered, report the invoice in Form GSTR-1 for the tax period (Rule 48(3)).
  12. Submit the EDF to your AD bank within 30 days from the end of the invoice month. One EDF can cover all services exported to one or more clients in that month (Regulation 3(2)(a)). See the EDF form guide.

What exact export endorsement goes on a GST freelancer invoice to a foreign client?

A GST freelancer invoice to a foreign client must carry one of two endorsements written in CGST Rule 46. You use the one that matches whether you pay IGST on the export.

  • Under an LUT or bond: "SUPPLY MEANT FOR EXPORT/SUPPLY TO SEZ UNIT OR SEZ DEVELOPER FOR AUTHORISED OPERATIONS UNDER BOND OR LETTER OF UNDERTAKING WITHOUT PAYMENT OF INTEGRATED TAX".
  • With IGST paid: "SUPPLY MEANT FOR EXPORT/SUPPLY TO SEZ UNIT OR SEZ DEVELOPER FOR AUTHORISED OPERATIONS ON PAYMENT OF INTEGRATED TAX".
  • To understand the LUT itself, see what is an LUT.

Which currency should a freelancer invoice to an international client use?

A freelancer invoice to an international client can be raised in the foreign currency agreed with the client. Payment in convertible foreign exchange meets the GST export test in IGST Act section 2(6)(iv). Rupee payment counts only where RBI permits it, and services invoiced or settled in rupees get twelve months for realisation (Regulation 5(1)).

  • For GST reporting, the rupee value of services uses the exchange rate determined under generally accepted accounting principles for the time of supply (CGST Rule 34(2)).
  • For example, say a writer bills USD 1,500 and the rate under the accounting method is Rs 84 (a hypothetical figure). The rupee value reported is Rs 1,26,000.
  • For bookkeeping, see recording foreign currency invoices. For rupee invoicing, see export invoicing in INR.

When should a freelancer on a monthly retainer raise an invoice to a foreign client?

For continuous supply of services, the CGST Act ties the invoice to the payment terms. Where the due date of payment can be found in the contract, the invoice is issued on or before that due date. Where it cannot, the invoice is issued before or when the payment is received (CGST Act, section 31(5)).

  • Keep the retainer contract with the invoices, since the invoice date also starts the nine-month FEMA realisation period (Regulation 5(1)(a)).

What should an unregistered freelancer put on an invoice to an international client?

An unregistered freelancer has no GST invoice format to follow, so the invoice only needs to identify the parties, the service, the amount and the date clearly. Leave out the GSTIN, tax and export endorsement fields, since those belong to a registered person's tax invoice under Rule 46.

  • Your AD bank credits export receipts only after it is satisfied the transaction is genuine (Regulation 4(2)), so a clear invoice helps.
  • Check your aggregate turnover against the section 22 threshold each year. For the FEMA side, see FEMA rules for freelancers.

What fields should a freelancer invoice template for international clients contain?

A freelancer invoice template for international clients should contain supplier, numbering, date, client, service, value, tax, endorsement and payment fields. The GST fields come from CGST Rule 46 and apply to registered freelancers. No rule sets the payment details. Banks use them to route and match the money.

What happens if a freelancer's invoice to an international client is wrong or missing?

If a freelancer's invoice to an international client is wrong or missing, a registered freelancer can face a GST penalty and lose the paper trail for zero-rating. Every freelancer also risks delays at the AD bank, which credits export receipts only after it is satisfied the transaction is genuine.

  • GST penalty: A taxable person who supplies without an invoice or issues an incorrect or false invoice is liable to a penalty of Rs 10,000 or an amount equal to the tax evaded, whichever is higher (CGST Act, section 122(1)).
  • LUT exposure: Under an LUT, you bind yourself to pay the tax with interest if payment for services is not received within one year, or the FEMA period including extensions, whichever is later, from the invoice date (Rule 96A(1)(b)).
  • Bank credit: Your AD bank credits the export receipt and closes the EDPMS entry only after it is satisfied of the genuineness of the transaction (Regulation 4(2)). See when your bank asks for an invoice.
  • Realisation: Full export value must be realised within nine months from the invoice date, unless your AD bank extends it (Regulation 5(1)).
  • Future exports: Proceeds unrealised for more than one year after the due or extended date mean further exports only against full advance or an irrevocable letter of credit (Regulation 13).

If a registered freelancer finds an error after issue, the correction is usually made with a credit or debit note, which must carry the particulars in CGST Rule 53(1A). If the client pays less than the invoice, ask your AD bank for a reduction in export value; for invoices up to Rs 10 lakh, your declaration is enough (Regulation 6). See reduction in export invoice value.

What is the timeline for a freelancer invoice to an international client?

The timeline for a freelancer invoice to an international client starts with the LUT, before the first export, and ends when the AD bank closes the EDPMS entry. The invoice is due within 30 days of supplying the service. The EDF follows within 30 days from the end of the invoice month, and payment within nine months.

What mistakes do Indian freelancers make on invoices to international clients?

  • Missing endorsement: Leaving out the LUT or IGST export wording on a registered freelancer's invoice. Rule 46 requires one of the two endorsements on every export invoice.
  • Broken numbering: Restarting numbers for each client or reusing a number. Invoice numbers must be consecutive and unique for the financial year (Rule 46(b)).
  • Late LUT: Sending the first invoice without IGST before filing the LUT. Rule 96A asks for the LUT prior to export (Rule 96A(1)).
  • No country: Writing only the client's company name. The export proviso to Rule 46 asks for the client's address, address of delivery and country of destination.
  • Vague description: Writing "services" with no detail. A clear description and code help both GST reporting and the AD bank's check under Regulation 4(2).
  • Wrong tax: Adding IGST to an invoice that is meant to go under an LUT. Under an LUT, the invoice carries the LUT endorsement and no integrated tax.
  • Missed EDF: Treating the invoice as the last step. Service exporters still file the EDF within 30 days from the end of the invoice month (Regulation 3(2)).

Frequently asked questions

Does a freelancer need a GSTIN on an invoice to an international client?

A freelancer needs a GSTIN on the invoice only if registered under GST, because Rule 46(a) asks for the supplier's GSTIN on a registered person's tax invoice. Registration becomes compulsory once aggregate turnover in a financial year exceeds Rs 20 lakh, or Rs 10 lakh in special category States, under section 22(1) of the CGST Act.

Can a freelancer invoice a US client in US dollars from India?

A freelancer can invoice a US client in US dollars. Payment in convertible foreign exchange is one of the export of services conditions in section 2(6) of the IGST Act. For GST reporting, the rupee value of services uses the exchange rate under generally accepted accounting principles for the time of supply, as CGST Rule 34(2) sets out.

Is SWIFT code a required field on a freelancer invoice under GST Rule 46?

A SWIFT code is not a field listed in CGST Rule 46. The rule covers supplier, recipient, numbering, date, service, value, tax, endorsement and signature details. Freelancers add bank account details and the SWIFT code because the client needs them to send the money. Ask your bank exactly which details it wants on an inward remittance.

How many copies of a freelancer export invoice are needed under Rule 48?

Rule 48(2) of the CGST Rules says an invoice for services is prepared in duplicate. The original is marked ORIGINAL FOR RECIPIENT and goes to the client. The duplicate is marked DUPLICATE FOR SUPPLIER and stays with you. These copy rules do not apply to an invoice prepared through the e-invoicing system.

Does an electronic PDF freelancer invoice need a signature under Rule 46?

An electronic invoice issued under the Information Technology Act, 2000 does not need the signature or digital signature of the supplier, under a proviso to CGST Rule 46. A paper invoice, or one not issued as an electronic invoice under that Act, carries a signature or digital signature of the supplier or an authorised representative under Rule 46(q).

Does the nine-month FEMA realisation period run from the freelancer invoice date?

For services, the nine-month realisation period runs from the date of invoice under Regulation 5(1)(a) of the FEMA Export and Import of Goods and Services Regulations, 2026. The period is twelve months if the service is invoiced or settled in rupees. Your AD bank may allow an extension if you ask and give reasons.

Which purpose code should match a freelancer invoice for foreign client work?

The purpose code should describe the service named on your freelancer invoice, so a software job and a design job may use different codes. AD banks report foreign trade transactions in FETERS under Regulation 18(2) of the 2026 export regulations. Use the purpose code for freelancers guide and confirm the code with your AD bank.
